A prioritised goal at present is reducing the climate emissions caused by our consumption of goods and services. For contracting authorities (CA), taking climate aspects into account when procuring requires effort and can increase costs. They need data to be able to select which procurements, products and suppliers can give most climate effect. At present relevant, comparable climate data is not readily available. This report analyses the needs for CAs and the current status in the Nordic countries as a basis for planning actions to better the availability of product-related climate data.

Book excerpt: The importance of Greener Public Purchasing, GPP, has increasingly been recognised by those who work to promote sustainable development. In the communication on Integrated Product Policy, IPP, the EU Commission encourages Member States to draw up publicly available action plans to green their public procurement. The Nordic Council of Ministers has stressed the importance of GPP in the strategy for sustainable development and has initiated co-ordination efforts so that public buyers in all the Nordic countries can benefit from each other's experience. The aim of this study was to develop a method to measure the environmental soundness of public procurement and to produce information on the kind of environmental criteria that are used for different product groups. The study also focused on the situation of greener public procurement in Denmark, Finland, Norway and Sweden, more specifically, on the larger public purchases, which are governed by directives. The results showed that public purchasers seek to consider environmental aspects quite often. However, attention needs to be paid to how relevant product-specific environmental aspects are defined and the criteria formulated.

This report presents a mapping of the methods used for reporting environmental- and climate-related information and evaluating environmental and climate financial risks and impacts, in the Nordic region. Furthermore, the study explores opportunities for Nordic cooperation that could improve transparency and comparability among actors in the region. The report also proposes initiatives that could enhance the capacity to effectively take the 1,5 °C target into account in investment decisions.

All five Nordic countries have established framework contracts at state level and have allocated the responsibility for the State Framework Contracts (SFC) to certain organisations: • Denmark: Moderniseringsstyrelsen and SKI • Finland: Hansel Ltd • Iceland: Rikiskaup • Sweden: Kammarkollegiet • Norway: DiFi, HINAS. The roles of these units differ, partly due to differences in the overall national structure. This is a short Summary Report with key findings and conclusions based on the Full Report (TN2016:506), which includes detailed country studies. The study was carried through in 2014 and 2015 and supervised by the Working Group for Sustainable Consumption and Production (i.e. HKP-group) of the Nordic Council of Ministers.

The report proposes 12 recommendations, whereof more active sharing of knowledge and experience with green public procurement. The aim of this project was to develop cooperation between large Nordic cities in the form of a public buyer's network. The network was to conduct market dialogues on a selected area and promote environmental solutions. Gathering public contracting authorities with the same need and then challenge the market together is an effective way to create a larger market for newly developed solutions. The topic has been to work towards zero emission delivery of goods. From 2019 until the autumn of 2021 there have been various activities which you can read about in this report.

The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

It collects both sector-crossing contributions analysing the most relevant theoretical and legal aspects, including both EU law and contract theory, and sector-specific contributions relating to some of the most important sustainable goods and services markets. The book starts with a chapter that discusses the different approaches to including sustainability considerations in buying decisions by both private and public purchasers, and then goes on to examine the EU law on LCC and how it is implemented in different Member States. However, this pre-study, mapping circular economy indicators across the Nordic countries on both national and sub-national level, reveals that as of 2020, data streams and indicators are missing for the inner loops of the circular economy. A monitoring system embracing only selected aspects of the circular economy (where data is readily available) risks exaggerating the focus on these areas and downgrade the importance of other areas where data is unattainable, even though the latter may (in principle) be creating more circular value (such as prolonging products’ lifetimes).
