Book excerpt: Since the Third Wave of democratization research on clientelism has experienced a revival. The puzzling persistence of clientelism in new and old democracies inspired researchers to investigate the micro-foundations and causes of this phenomenon. Though the decline of clientelistic practices - such as vote buying and patronage - in democratic contexts has often been predicted, they have proven to be highly adaptive strategies of electoral mobilization and party building. This volume seeks to contribute to this new line of research and develops a theoretical framework to study the consequences of clientelism for democratic governance. Under governance we understand "all processes of governing, whether undertaken by a government, market, or network, whether over a family, tribe, formal or informal organization, or territory, and whether through laws, norms, power or language".

We address the question how do the distributive politics and electoral clientelism interact, how these forms of interactions differ across various context, and what implications they bring for the functioning of political systems. The special issue provides theoretical, methodological and empirical contributions to the burgeoning literature about the multi-faceted feature of electoral clientelism. It unfolds the complex relationship between distributive politics and clientelism, and conceptualizes electoral clientelism as a dynamic process that occurs through different sequences. It enriches the methodological tools aimed at investigating electoral clientelism. Finally, the special issue approaches clientelism from several perspectives and brings together substantive empirical evidence about the varieties of clientelism around the world.

Yet in representative democracies, the success or failure of political parties rests on their ability to effectively engage voters. In today's highly unequal and individualized societies, the diversity of voters along socioeconomic, religious, and other lines presents an obstacle for parties vying for electoral success. How, then, can widespread, crushing poverty still exist in stable democracies, if every citizen has a vote? Two wildly different parties, Chile's right-wing UDI and Uruguay's left-wing Frente Amplio, have achieved stunning victories in this supposedly inhospitable political landscape. They have done so by simultaneously segmenting and strategically harmonizing their linkages to distinct cross-sections of voters in each society. While that electoral strategy makes for a winning hand for parties in fragmented modern societies, it perpetuates the gross inequalities that characterize the social, political, and economic landscapes of the developing democratic world. By the twentieth century, however, parties in both countries shifted to programmatic competition. This book argues that capitalists were critical to this shift. Businesses developed new forms of corporate management and capitalist organization, and found clientelism inimical to economic development. Drawing on extensive archival research in the United States and Britain, this book shows how national business organizations pushed parties to adopt programmatic reforms, including administrative capacities and policy-centered campaigns. Parties then shifted from reliance on clientelism as a governing strategy in elections, policy distribution, and bureaucracy. They built modern party organizations and techniques of interest mediation and accommodation. This book provides a novel theory of capitalist interests against clientelism, and argues for a more rigorous understanding of the relationship between capitalism and political development.

Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--

Studies of political clientelism, whether deployed through traditional vote-buying techniques or through the politicized use of social spending, were a priority in the 1970s, when democratization efforts around the world flourished. With the rise of the Washington Consensus and neoliberal economic policies during the late-1980s, clientelism studies were moved to the back of the scholarly agenda. Should elected representatives express the views of the majority, or do they have the discretion to interpret their constituents’ interests? How can representatives balance the desires of their parties and their electors? What should be done to strengthen the representation of groups that have been excluded from the political system? Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. The final section examines political representation from a more systemic perspective, exploring its broader environmental conditions and the way it acquires democratic legitimacy.

Above all, candidates distribute patronage—cash, goods and other material benefits—to individual voters and to communities. Electoral Dynamics in Indonesia brings to light the scale and complexity of vote buying and the many uncertainties involved in this style of politics, providing an unusually intimate portrait of politics in a patronage-based system.
