Book excerpt: The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy's (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program's fourth solicitation.

Book excerpt: The Clean Coal Technology Demonstration Program (CCT Program), a model of government and industry cooperation, responds to the Department of Energy's (DOE) mission to foster a secure and reliable energy system that is environmentally and economically sustainable. The CCT Program represents an investment of over$5.2 billion in advanced coal-based technology, with industry and state governments providing an unprecedented 66 percent of the funding. With 26 of the 38 active projects having completed operations, the CCT Program has yielded clean coal technologies (CCTs) that are capable of meeting existing and emerging environmental regulations and competing in a deregulated electric power marketplace. The CCT Program is providing a portfolio of technologies that will assure that U.S. recoverable coal reserves of 274 billion tons can continue to supply the nation's energy needs economically and in an environmentally sound manner. As the nation embarks on a new millennium, many of the clean coal technologies have realized commercial application. Industry stands ready to respond to the energy and environmental demands of the 21st century, both domestically and internationally, For existing power plants, there are cost-effective environmental control devices to control sulfur dioxide (S02), nitrogen oxides (NO,), and particulate matter (PM). Also ready is a new generation of technologies that can produce electricity and other commodities, such as steam and synthetic gas, and provide efficiencies and environmental performance responsive to global climate change concerns. The CCT Program took a pollution prevention approach as well, demonstrating technologies that remove pollutants or their precursors from coal-based fuels before combustion. Finally, new technologies were introduced into the major coal-based industries, such as steel production, to enhance environmental performance. Thanks in part to the CCT Program, coal--abundant, secure, and economical--can continue in its role as a key component in the U.S. and world energy markets. The CCT Program also has global importance in providing clean, efficient coal-based technology to a burgeoning energy market in developing countries largely dependent on coal. Based on 1997 data, world energy consumption is expected to increase 60 percent by 2020, with almost half of the energy increment occurring in developing Asia (including China and India). By 2020, energy consumption in developing Asia is projected to surpass consumption in North America. The energy form contributing most to the growth is electricity, as developing Asia establishes its energy infrastructure. Coal, the predominant indigenous fuel, in that region will be the fuel of choice in electricity production. The CCTs offer a means to mitigate potential environmental problems associated with unprecedented energy growth, and to enhance the U.S. economy through foreign equipment sales and engineering services.
