Book excerpt: The political evolution of three former colonies into independence and beyond is studied via an examination of the existing literature and through interviews with journalists, scholars and politicians. These countries appear to uphold the conventional wisdom, since Jamaica and Trinidad and Tobago have been continuously democratic since independence, while Surinam has not. It is clear from the author's research that the similarities in the political evolution of these countries far outweigh the differences. In particular, the British in Jamaica and Trinidad and Tobago, and the Dutch in Surinam, developed similar state structures - simultaneously liberal and authoritarian. However, in two countries, Jamaica and Trinidad and Tobago, the emergence of political parties was linked to labor protests, while this linkage, though not the protest, was absent in Surinam. Democratic politics in the former two countries turns out to rest on a two way alliance between the middle and lower classes, embedded in a paternalistic state structure inherited from the colonial period. In Surinam, the absence of this alliance rendered democracy more vulnerable. The author concludes that while the peoples of the Caribbean did not fight long struggles for independence, they have been able to preserve the least poisoned gift of the colonizer - democracy.

Book excerpt: This book critically explores the impact of national security, violence and state power on citizenship rights and experiences in Latin America and the Caribbean. Drawing on cross-country analyses and fieldwork conducted in two “garrisons,” a middle-class community and among policy elites in Jamaica—where high levels of violence, in(security) and transnational organized crime are transforming state power —the author argues that dominant responses to security have wider implications for citizenship. The security practices of the state often result in criminalization, police abuse, violation of the rights of the urban poor and increased securitization of garrison spaces. As the tension between national security and citizenship increases, there is a centrality of the local as a site where citizenship is (re)defined, mediated, interpreted, performed and given meaning. While there is a dominant security discourse which focuses on state security, individuals at the local level articulate their own narratives which reflect lived-experiences and the particularities of socio-political milieu.
