Book excerpt: This book examines the influences of social class and inequality structures on migration in Africa using information from Ghana. As the country achieves moderate to significant economic gains driven (in part) by the country’s diaspora communities, the desire to migrate has intensified. Migration is now synonymous with social mobility and self-improvement. It has been found that existing class and status inequalities are analytically inseparable from the social and cultural processes underpinning the motivations behind Ghanaian migration. Migrant class and socioeconomic attributes are closely intertwined, reinforcing and operating at every level of the migration decision-making to influence the motivation to migrate, the type and form of migration, the direction of the migration, its timing, and ultimately the outcomes and expectations that migrants associate with their decision to migrate. From a historical and contemporary perspective, this book argues that power and class-based structural relationships are significant components in understanding how migratory diasporas shape and are shaped in turn by social class and inequality. The social class identities that Ghanaian immigrants manifest in the United States are often based on immigrant formulations and importation of class dynamics from the home country. These identities are then transformed in the countries of destination and replayed or relived back home, thereby creating multiple class identities that are powerful forces in inducing social changes. In essence, migrant social class attributes formed before and post-migration is significant because it holds the possibilities of transforming the social structures of migrant-sending countries. As migrants return home and seek reintegration into the body polity of the home society, conflicts emanating from changes in their class dynamics may hinder or promote sociocultural and economic development. Hence, the imperative of the central government is to understand and incorporate into national development planning the social class characteristics of its citizens who are leaving, as well as those who are returning.

Book excerpt: Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.

The authors are specialists in the fields of sociology, anthropology, geography, history, philosophy and migration studies. Examining migration from so many different perspectives enriches the analysis and brings in new insights that would otherwise have been missing with the use of a single disciplinary perspective. The book recommends the need for policy coordination by national governments of both origin and destination countries to manage the size and composition of migrants. Most migrant-receiving countries prefer to receive professionals and persons with the required skills and training while keeping out the bulk of untrained and lowly-skilled persons. The result of this is that most migrants leave their countries and enter their destination countries illegally, swelling the numbers of undocumented immigrants.

Of these institutions, however, land is central, whether in internal migration, international migration, or global migration. Historically or currently, the evidence also clearly shows that migration and migrants transform both the sites where migrants are resident and the places from which migrants travelled. The change is more transformational than previous accounts have established, sometimes involving turning around dead cities and towns into vibrant local economies and reconstructing food networks for entire regions and nations. This book also raises serious analytical questions about three bodies of literature: mainstream economic accounts of migration, environment, and inequality; mainstream sustainability science and alternatives to it (e.g. ecological economics); and conservative and nativist claims about population problems and alternatives to them centred only on the freedom that a borderless world could create. Obeng-Odoom argues that much of the crisis of migration and sustainability can be understood as a reflection of global long-term inequalities and cumulative stratification, reflected at different scales in the global system, though the form of migration is conditioned by more than economic forces. The so-called migration crisis, therefore, seems quite routine and familiar. It is an outward expression of the political-economic system in which socially created value is privately appropriated as rents by a privileged few who use institutions such land and property rights, race, ethnicity, class, and gender to keep others in their place in the global economic and stratification ladder"--

Book excerpt: The Diversity Immigrant Visa Program is a lottery that awards winners from underrepresented countries the chance to apply for legal permanent residence in the United States. Most lottery winners think of themselves as lucky, viewing the win as an opportunity to pursue better lives for themselves and their families. In Structured Luck, sociologist Onoso Imoagene uses immigrants’ stories to show that while the visa program benefits many recipients, the program’s design can also lead to exploitation in their countries of origin and reduced potential once they are in the United States. Combining ethnographic observation in Africa and interviews with immigrants, their family members, and friends from Ghana and Nigeria, Imoagene demonstrates that the visa program is a process of “structured luck,” from how people hear about the lottery, who registers for it, and who participates in it to the application requirements for the visa. In Ghana and Nigeria, people often learn about the lottery through friends, colleagues, or relatives who persuade them to enter for the perceived benefits of receiving a visa: opportunities for upward mobility, permanent legal status, and the ability to bring along family members. Though anyone can enter the lottery, not everyone who wins obtains a visa. The visa application process requires proof of a high school diploma or artisan skills, a medical exam, a criminal background check, an interview with U.S. consular officers, and payment of fees. Such requirements have led to the growth of visa entrepreneurs, who often charge exorbitant fees to steer immigrants through the process. Visa recipients who were on track to obtain university degrees at home often leave in the middle of their studies for the United States but struggle to continue their education due to high U.S. tuition costs. And though their legal status allows them to escape the demoralizing situations that face the undocumented, these immigrants lack the social support that the government sometimes provides for refugees and other migrants. Ultimately, Imoagene notes, the real winner of the visa lottery is not the immigrants themselves but the United States, which benefits from their relatively higher levels of education. Consequently, she argues, the U.S. must do more to minimize the visa program’s negative consequences. Structured Luck illuminates the trauma, resilience, and determination of immigrants who come to the United States through the Diversity Visa Program and calls for the United States to develop policies that will better integrate them into society.

Focusing particularly on queer sexuality, Adjepong offers unique insight into the contemporary sexual politics of the Afropolitan class. The book expands and complicates existing research by providing an in-depth transnational case study that not only addresses questions of cosmopolitanism, class, and racial identity but also considers how gender and sexuality inform the racialized identities of Africans in the United States and in Ghana. Through case studies set within and beyond the continent, it demonstrates that hope offers a unique prism for analyzing the social imaginaries and aspirations which underpin migration in situations of uncertainty, deepening inequality, and delimited access to global circuits of legal mobility. The volume takes departure in a mobility paradox that characterizes contemporary migration. Whereas people all over the world are exposed to widening sets of meaning of the good life elsewhere, an increasing number of people in the Global South have little or no access to authorized modes of international migration. This book examines how African migrants respond to this situation. Focusing on hope, it explores migrants’ temporal and spatial horizons of expectation and possibility and how these horizons link to mobility practices. Such analysis is pertinent as precarious life conditions and increasingly restrictive regimes of mobility characterize the lives of many Africans, while migration continues to constitute important livelihood strategies and to be seen as pathways of improvement. Whereas involuntary immobility is one consequence, another is the emergence and consolidation of new destinations emerging in the Global South. The volume examines this development through empirically grounded and theoretically rich case studies in migrants’ countries of origin, zones of transit, and in new and established destinations in Europe, North America, the Middle East, Latin America and China. It thereby offers an original perspective on linkages between migration, hope, and immobility, ranging from migration aspirations to return.
