Book excerpt: Colonial Canada changed enormously between the 1760s and the 1860s, the Conquest and Confederation, but the idea of civilization seen to guide those transformations changed still more. A cosmopolitan and optimistic theory of history was written into the founding Canadian constitution as a check on state violence, only to be reversed and undone over the next century. Civilization was hegemony, a contradictory theory of unrestrained power and restraints on that power. Occupying a middle ground between British and American hegemonies, all the different peoples living in Canada felt those contradictions very sharply. Both Britain and America came to despair of bending Canada violently to their will, and new forms of hegemony, a greater reckoning with soft power, emerged in the wake of those failures. E.A. Heaman shows that the view from colonial Canada matters for intellectual and political history. Canada posed serious challenges to the Scottish Enlightenment, the Pax Britannica, American manifest destiny, and the emerging model of the nation-state. David Hume’s theory of history shaped the Canadian imaginary in constitutional documents, much-thumbed histories, and a certain liberal-conservative political and financial orientation. But as settlers flooded across the continent, cosmopolitanism became chauvinism, and the idea of civilization was put to accomplishing plunder and predation on a transcontinental scale. Case studies show crucial moments of conceptual reversal, some broadly representative and some unique to Canada. Dissecting the Seven Years’ War, domestic relations, the fiscal military state, liberal reform, social statistics, democracy, constitutionalism, and scholarly history, Heaman shows how key British and Canadian public figures grappled with the growing gap between theory and practice. By historicizing the concept of civilization, this book connects Enlightenment ideals and anti-colonialism, shown in contest with colonialism in Canada before Confederation.

Book excerpt: Enlightenment in the Colony opens up the history of the "Jewish question" for the first time to a broader discussion--one of the social exclusion of religious and cultural minorities in modern times, and in particular the crisis of Muslim identity in modern India. Aamir Mufti identifies the Hindu-Muslim conflict in India as a colonial variation of what he calls "the exemplary crisis of minority"--Jewishness in Europe. He shows how the emergence of this conflict in the late nineteenth century represented an early instance of the reinscription of the "Jewish question" in a non-Western society undergoing modernization under colonial rule. In so doing, he charts one particular route by which this European phenomenon linked to nation-states takes on a global significance. Mufti examines the literary dimensions of this crisis of identity through close readings of canonical texts of modern Western--mostly British-literature, as well as major works of modern Indian literature in Urdu and English. He argues that the one characteristic shared by all emerging national cultures since the nineteenth century is the minoritization of some social and cultural fragment of the population, and that national belonging and minority separatism go hand in hand with modernization. Enlightenment in the Colony calls for the adoption of secular, minority, and exilic perspectives in criticism and intellectual life as a means to critique the very forms of marginalization that give rise to the uniquely powerful minority voice in world literatures.

The men who wrote for the Meiroku Zosshi (Meiroku refers to the sixth year of Meiji, that is, 1873, and zassirn means magazine) were the encyclopedists of the Meiji enlightenment. Trained as Western experts during the reopening of the country after 1853, they introduced mid-nineteenth-century European and American culture to Japan. The forty-three issues of the magazine represent a broad sampling of the way in which this culture was presented. The influence of the Meiroku Zasshi on the nation builders of Meiji Japan was second to that of the writings of the great enlightener, Fukuzawa Yukichi. This crucial work in Japanese cultural history is now accessible to readers in a precise, beautifully rendered translation by William R. Braisted. In the magazine's pages, the Meirokusha writers expressed their views on such concerns of the period as a popularly elected assembly, the separation of church and state, the status of women, economic policy, chemistry, language reform, and the nature of knowledge. Their prose style reflected their modernity--terse, dignified, less artificial than the traditional literary modes. They also translated articles from languages other than Dutch (until that time the only Western language known to Japanese scholars). Nowhere else can one find gathered together such representative writings by the leading intellectuals of the day, many of them former samurai, who fused their country's tradition of practical studies with the humane and useful knowledge of the West. Complete with Braisted's highly informative introduction, this full translation of the Meiroku Zosshi suggests why Japan's modern experience has been unique.
