Available in PDF, EPUB and Kindle. Book excerpt: DOD is the largest federal agency. In fiscal year 1995, it employed a total workforce of about 3.3 million personnel, about 26 percent of whom were civilians. DOD'S 849,164 civilian workers represented about 42 percent of executive branch civilian workers. Civilians are an integral part of DOD's support infrastructure, performing work in the 4 military services; 16 defense agencies, such as the Defense Finance and Accounting Service; 9 field activities, such as the Washington Headquarters Service; 5 defense support activities, such as the Defense Manpower Data Center; and other defense organizations, such as the Inspector General, Joint Staff, and OSD. As of fiscal year 1995, about 83 percent of DOD civilians were in the four military services. These civilians maintain and repair equipment and weapon systems; provide research, medical, communications, and logistics support; and operate and maintain military installations. The Marine Corps had the fewest civilians, with just over 18,000, and the Army had the most, with almost 267,000 civilians.

Book Downsizing the Federal Government

Download or read book Downsizing the Federal Government written by Vernon D Jones and published by Routledge. This book was released on 2016-07-01 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main focus of downsizing has shifted from the private to the public sector. The cutbacks began in the Department of Defense. Now the goal is a federal civilian workforce reduction of 12 percent by the year 2000. This pioneering study looks at the management of workforce reductions in the public sector both in theory and in practice. Three case studies -- of the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration -- illustrate the organizational, managerial, and human dimensions of attempting to improve performance with reduced resources. The author draws on extensive interviews with senior executives and middle managers in the three agencies; at the General Accounting Office, the Office of Personnel Management, and the National Performance Review; the Senior Executives Association and the Federal Managers Association; and scholars and researchers. In a larger sense, this work pushes the boundaries of knowledge concerning organizational change and makes a significant contribution to organization theory. It offers important new insights not only for public sector managers but for organization theorists and management specialists whose work on downsizing has been presumed but not shown to be applicable to the public sector.

Book Issues in Civilian Outplacement Strategies

Download or read book Issues in Civilian Outplacement Strategies written by National Research Council and published by National Academies Press. This book was released on 1996-08-08 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the past six years, planned downsizing has reduced the civilian work force of the U.S. Department of Defense from over 1 million to just under 850,000. By 2001, approximately 119,000 more civilian jobs will be eliminated. The reemployment picture for civilians is not strong, and the economic impact of base closings will also be felt by the surrounding communities. This book presents creative ideas for civilian outplacement based on or suggested by private-sector experiences. It discusses a number of issues that the Department of Defense must consider in its outplacement efforts, including organizational planning for effective outplacement services, whether or not to customize services for particular types of employees, monitoring outplacement practices to learn what works, and working with local communities in providing both job search and social services.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1990, about 300,000 service members have left the armed forces every year due to the downsizing of the military. Because of inadequate support from the Defense Department and military service headquarters, however, many of these persons and their spouses have not been receiving timely assistance in the transition to civilian life as required by law. Officials responsible for providing transition services did not know who was leaving, departing service members were not being given information translating their military experience and training into marketable civilian skills, members either were not being provided individual preseparation counseling or were not receiving it promptly, and many service members and their spouses did not have a chance to attend transition seminars and use job assistance centers. Service members and their spouses who received transition services told GAO that they had found them helpful in readjusting to civilian life. In September 1993, the Secretary of Defense issued a memorandum stressing the need for commander support of the program.
