Despite the current military philosophy on outsourcing, the increasing dependence of our war fighters on this support, the emphasis on partnership with the commercial industry, the Army and Joint Vision statements which stress "Focused Logistics" and "On Time Delivery," and the demands for multinational and host nation logistics support, these concepts and the use of civilians on the Battlefield remain highly volatile issues.. Little definitive policy guidance and training are provided. Commanders' and war fighter's attitudes and training remain entrenched in the" Iron Mountain" paradigm. Contractor loyalty to the "almighty dollar" as opposed to support for/of the front-line soldier remains serious questions which will be difficult to test in a non-warfare environment. Budgetary constraints as well as technological advances will continue to drive policy in this direction and put pressure on the Logistics community to provide the necessary support. However, can we depend on paid contractors to meet the demands and face the stresses that our current military and non-contractor logicians face? Failure in this area is not an option. Our American fighting forces require, deserve, and must have the best support to defeat any prospective enemy on any battlefield. This book will endeavor to address these issues and proposed solutions for ensuring the support necessary to help our soldiers maintain, survive, and win on the modem battlefield.

Book excerpt: The growing dependence on contractors in today's nonlinear battlefield, combined with its explicit inclusion stated in the current military strategy, provides the need to critically examine the subject of contractors on the battlefield. To bound this complex area of study, this paper will briefly discuss the background of contractor support to the military and review the current policies and doctrine involving logistical services provided by contractors in combat operations, specifically focused on the United States Army. It will then concentrate on the challenges of managing contractors on the battlefield as well as identifying the associated legal issues. Lastly, the paper looks ahead to the Department of Defense's ongoing efforts to better manage contingency contractor personnel providing support to U.S. military forces in combat environments. The paper concludes with an assessment of the adequacy of draft Defense policies and instructions and provides recommendations on actions the Department of Defense should take to establish policies and instructions to ensure a seamless partnership between the military force and the civilian contingency contractors.

This report proposes a method for comparing the "residual risks" of using military and contract sources to perform specific support activities on the battlefield. It applies the Army's standard approach to risk assessment, which identifies sources of risk, or "threat"; the risks the threats present; the opportunities to mitigate these risks; and the risks that remains - the residual risk - when the Army chooses a particular course of action to mitigate risks. The approach considers choices of military and contract sources, with appropriate mitigation strategies, as alternative courses of action and compares the residual risks associated with each choice. The approach offers an orderly way to translate relative inherent capabilities of military and contract sources, terms of applicable statue-of-forces agreements, and threats at any particular place and time on the battlefield into a comparison of the residual risks associated with military outcomes, the safety of contract personnel, resource costs, and other policy factors of greatest importance outside a particular contingency setting.

The problem is that civilian contracting companies tend to focus on monetary gain vice mission accomplishment on the battlefield, they make better wages than Armed Forces personnel, they display questionable proficiency, and they have no military command and control, all of which threaten mission accomplishment and the Armed Forces' ability to perform their primary duties as warfighters.

Instead, civilian contractors now fuel our planes, operate our weapons, and feed our troops. The military simply cannot operate without them. Yet, the military is unprepared for the legal minefield created by battlefield contractors. Defense Secretary William Cohen's infamous statement "We can keep the tooth, but cut the tail" prefaced modern military's unprecedented reliance on civilian contractors. Secretary Cohen sought to streamline the military infrastructure by keeping the "shooters" and reducing the "supporters." That effort continues today, as civilian companies perform an ever-growing portion of tasks originally performed by uniformed personnel. The military has contracted with civilian companies for hundreds of years. Originally, contractors provided primarily supplies and transportation. During the last two decades, however, the United States military has come to rely on civilian contractors for various types of logistical and operational support. Civilian contractors increasingly perform tasks such as laundry, food, billeting, transportation and trash removal in deployed locations. The military also relies heavily on civilian contractors to develop, maintain, and often operate, new technology. This technology includes complex weapons, communications, and intelligence systems. As a result, many of these systems could not operate without contractor support. As these systems deploy, the contract support accompanies it.

Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. As with all planning requirements, a better effort during deliberate planning will lessen the requirement for crises planning and increase efficiencies during execution. This paper draws upon recent U.S. experiences with LOGCAP and other contracts in Somalia, Haiti and Bosnia to synthesize lessons learned from raw experience as it relates to operational level planning. Specific issues include: the operating environment, restrictions imposed by the host government, U.S. government support to contractors, organizations responsible for contract administration, and financial management at the operational level.

This intimately researched work tells the story of the thousand-plus Depression-era civilian contractors who came to Wake Island, a remote Pacific atoll, in 1941 to build an air station for the US Navy—charting the contractors’ hard-won progress as they scramble to build the naval base, as well as runways for US Army Air Corps B-17 Flying Fortresses, while war clouds gather over the Pacific. Five hours after their attack on Pearl Harbor, the Japanese struck Wake Island, which was now isolated from assistance. The undermanned Marine Corps garrison, augmented by civilian-contractor volunteers, fought back against repeated enemy attacks, at one point thwarting a massive landing assault. The atoll was under siege for two weeks as its defenders continued to hope for the US Navy to come to their rescue. Finally succumbing to an overwhelming amphibious attack, the surviving Americans, military and civilian, were taken prisoner. While most were shipped off to Japanese POW camps for slave labor, a number of the civilians were retained as workers on occupied Wake. Later in the war, the last ninety-eight Americans were brutally massacred by their captors. The civilian contractors who had risked distance and danger for well-paying jobs ended up paying a steep price: their freedom and, for many, their lives. Written by the daughter and granddaughter of civilians who served on Wake Island, Building for War sheds new light on why the United States was taken by surprise in December 1941, and shines a spotlight on the little-known, virtually forgotten story of a group of civilian workers and their families whose lives were forever changed by the events on this tiny atoll.
