Book excerpt: GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. All of the agencies reviewed said they had sufficient funding to provide current required core training for their acquisition workforce, but some expressed concerns about funding training for future requirements and career development, particularly because of budget cuts made recently at the Defense Acquisition University.

Book excerpt: While workforce issues in general - human capital strategic planning efforts in particular-are important throughout the DoD, the AT & L workforce has received special attention. The strategic human capital plan for the AW, which is currently in its third revision (see DoD, Acquisition, Technology, and Logistics, 2007), emphasizes several critical workforce issues: the eventual loss of retirement-eligible personnel and their knowledge, understanding the differences in the workforce generations (aging baby-boomers compared with Generations X and Y, for example), and coping with the increasing demand for workers educated in science and engineering. In 2006, the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics, Director of Human Capital Initiatives (OUSD(AT & L)/HCI)), asked RAND to analyze DoD AW data. RAND's findings for OUSD(AT & L/HCI) are presented in Gates er al. (2008). While that inquity was under way, the United States Navy asked RAND to under-take a complementary analyis focusing on the DoN's civilian AW. The DoN asked RAND to provide a descriptive overview of the DoN civilian AW and conduct preliminary analyses of data related to specific workforce management issues of retention, professional development, and leadership. This report summarizes what we learned about DoN's civilian AW and these workforce management issues.

AcqDemo aims to provide a system that retains, recognizes, and rewards employees for their contributions and supports their personal and professional development. The assessment used multiple data sources to evaluate how well AcqDemo has performed with respect to these goals. The assessment directly addresses the original 12 criteria enumerated in the NDAA, as well as five new criteria specified by the AcqDemo Program Office. These criteria call for a look at the following: AcqDemo's key features pertaining to hiring, appointments, and performance appraisal; the adequacy of its guidance, protections for diversity, efforts to ensure fairness and transparency, and means used to involve employees in improving AcqDemo; AcqDemo's impact on career outcomes, such as compensation, promotion, and retention, particularly with respect to similar outcomes for the General Schedule workforce; AcqDemo's ability to support the acquisition mission. The RAND team found that some aspects of AcqDemo are performing well, while others leave room for improvement"--Publisher's web site.

However, some concerns have been raised about the GS system, including perceptions that poorly performing employees are tolerated for extended periods of time and that monetary rewards are not directly linked to performance. In response to concerns of this nature, Congress has authorized some demonstration projects, in which additional flexibilities are provided, intending to produce better outcomes than if the employees were in the GS system. One such demonstration project, the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo), is the subject of this report. Implemented on February 7, 1999, AcqDemo is an effort to reengineer the civilian personnel system to meet the needs of the acquisition workforce and to facilitate the fulfillment of the DoD acquisition mission. Congress required an independent assessment of the program against 12 criteria by September 30, 2012. This report is that legislatively mandated assessment.

Book excerpt: The legislative mandates of fiscal years 1996 and 1997 to reduce the acquisition workforce allow the Secretary of Defense wide latitude in implementing those cuts. According to Defense Manpower Data Center (DMDC) data, DOD has exceeded the requirements to reduce its acquisition workforce by 30,000. If current trends in workforce reductions continue, it appears that DOD will also achieve an overall acquisition workforce personnel reduction of 25 percent (94,400 of 377,600) by the end of fiscal year 2000, consistent with its congressionally required plan. Most of the downsizing was achieved through reductions in personnel, but a significant portion was also attained through DOD's streamlining efforts that resulted in disestablishing the Army Information Systems Command (AISC) and distributing the majority of its personnel into a nonacquisition organization (i.e., outside of the purview of DOD instruction 5000.58). These efforts also redirected some personnel to other DOD organizations. Of approximately 40,000 civilian personnel reductions, about 9,000 (roughly 22 percent) persons remain employed in other DOD organizations. A review of reductions by occupational series shows that the largest concentrations were in the following occupational fields: Electronics Engineering, Secretary, Computer Specialist, Contracting, Management Analyst, and Administrative. By contrast, DOD's contract awards for services rose steadily for fiscal years 1994 to 1996 for most of the functions normally done by personnel in these occupational fields. DOD is currently developing a methodology for redefining its acquisition workforce.
