Yet two years later, the country had ceased to exist, and devastating local wars were being waged to create new states. Between the fall of the Berlin Wall in November 1989 and the start of the war in Bosnia-Herzegovina in March 1992, the country moved toward disintegration at astonishing speed. The collapse of Yugoslavia into nationalist regimes led not only to horrendous cruelty and destruction, but also to a crisis of Western security regimes. Coming at the height of euphoria over the end of the cold war and the promise of a "new world order," the conflict presented Western governments and the international community with an unwelcome and unexpected set of tasks. Their initial assessment that the conflict was of little strategic significance or national interest could not be sustained in light of its consequences. By 1994 the conflict had emerged as the most challenging threat to existing norms and institutions that Western leaders faced. And by the end of 1994, more than three years after the international community explicitly intervened to mediate the conflict, there had been no progress on any of the issues raised by the country's dissolution. In this book, Susan Woodward explains what happened to Yugoslavia and what can be learned from the response of outsiders to its crisis. She argues that focusing on ancient ethnic hatreds and military aggression was a way to avoid the problem and misunderstood nationalism in post-communist states. The real origin of the Yugoslav conflict, Woodward explains, is the disintegration of governmental authority and the breakdown of a political and civil order, a process that occurred over a prolonged period. Book excerpt: ABSTRACT: Resolving ethnic conflicts is no easy task. In the 1990s, civil wars engulfed Somalia, Mozambique, Rwanda, Cambodia, Yugoslavia...the list goes on. In the Balkans, the disintegration of Josip Tito's pan-Slavic dream destabilized the security of the region and relations between the people living in the Yugoslav republics. Minorities stranded on the other side of the border following the secession of the former Yugoslav republics were skeptical of the new governments in their internal policies fueled by nationalistic overtones. This caused a backlash of self-determined autonomy of minorities within the newly seceded republics The paper provides a theoretical application of crisis bargaining to explain the wars in Yugoslavia caused by the commitment issues among the dyadic couple. Crisis bargaining between civil war combatants is hindered by incredible commitments, issues of uncertainty and lack of third-party guarantees to safeguard ceasefires and military disengagement. Parties to a civil conflict are therefore unable to successfully commit to peaceful negotiations during periods of heightened vulnerability. Commitment issues arise during such periods which cause prolonged fighting for better position at the bargaining table, and are most likely to prevail in the absence of credible guarantees and honest communication.

As soon as Milosevic gained the upper hand, he ruthlessly purged his rivals and launched a massive campaign of media indoctrination to stir up Serb nationalism. This new nationalism, which has repelled the world since 1991, is primarily Milosevic's creation and not merely the result of historical enmity. As a student at two different Yugoslav universities in the 1980's, Bennett witnessed firsthand many if the critical events which contributed to Yugoslavia's destruction. He renders an incisive and accessible history, covering the period from Tito's dictatorship to the present day.
