Book excerpt: At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens' panel - also overseen by the OECD - was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.

This report focuses on five countries in Central and Eastern Europe: Hungary, Bulgaria, Romania the Czech Republic, and the Slovak Republic. The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Book excerpt: Abstract: Many societies have limited corruption through the broad-based mobilization of a diverse range of interests willing and able to defend themselves by making meaningful demands for accountability of, and limits on, official power, and for an end to illicit advantages enjoyed by others. Historically such a process has taken place gradually, as political development has proceeded and the base of participation broadens. But today's high-corruption societies cannot wait for several generations to see such developments take place. Johnston and Kpundeh argue that social action coalitions, linking public and private actors, are a way to mobilize these sorts of participation and advocacy. Such coalitions are neither a new idea nor a guarantee of successful reforms. In many instances they win out by default as an anti-corruption strategy. But they contend that if sustained by careful planning and a diverse set of incentives, they can reinforce political will and enhance the strength of civil society. Coalition-building efforts are underway in many societies. But too often they have focused only on anti-corruption tactics and pursuing their own growth, rather than looking at the coalition-building process in more general terms. In Part I, the authors employ Wilson's (1973) analysis of the incentives that motivate and reward participation in organizations. This approach helps them identify ways in which the anti-corruption goals can be augmented by other kinds of appeals, even when material incentives are scarce. The authors also identify four stages of the coalition-building process"formation, credibility, expansion, and transformation"in which differing combinations of incentives will be necessary to address the group's most important problems and opportunities. In Part II the authors examine two important coalition-building efforts in light of the discussions thus far"Ghana's Anti-Corruption Coalition, and the Bangalore Agenda Task Force in Bangalore, Karnataka State, India. In Part III the authors link those cases to a broader analysis, suggesting that while purposive incentives are common in the early phases of all coalitions, other varieties must be added to the mix. Wilson's scheme points to ways in which the imaginative use of incentives can aid the transition from one phase of coalition development to the next. The authors conclude with general strategic issues, suggesting ways in which their analysis can be applied to those questions given the important variations to be found among cases. This paper"a product of the Governance, Finance, and Regulation Division, World Bank Institute"is part of a larger effort in the institute to address governance and anti-corruption issues in developing countries.

CoSOs are key players in ethno-political conflicts, both as violators and as promoters of human rights. Nevertheless, the precise relationships underpinning the human rights-civil society-conflict nexus have not been fully examined. This volume analyses the impact of civil society on ethno-political conflicts through their human rights-related activities, and identifies the means to strengthen the complementarity between civil society and international governmental actors in promoting peace. These aims are addressed in case studies on Bosnia-Herzegovina, Cyprus, Turkey's Kurdish question, and Israel-Palestine.
