Book excerpt: This book shows the rise and morphology of a self-identified `illiberal democracy’, the first 21st century illiberal political regime arising in the European Union. Since 2010, Viktor Orbán’s governments in Hungary have convincingly offered an anti-modernist and anti-cosmopolitan/anti-European Unionist rhetoric, discourse and constitutional identity to challenge neo-liberal democracy. The Hungarian case provides unique observation points for students of transitology, especially those who are interested in states which are to abandon pathways of liberal democracy. The author demonstrates how illiberalism is present both in `how’ and `what’ is being done: the style, format and procedure of legislation; as well as the substance: the dismantling of institutional rule of law guarantees and the weakening of checks and balances. The book also discusses the ideological commitments and constitutionally framed and cemented value preferences, and a reconstituted and re-conceptualized relationship between the state and its citizens, which is not evidently supported by Hungarians’ value system and life-style choices.

The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens' panel - also overseen by the OECD - was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.

Book excerpt: CMMM is a project that accompanied and was oriented by the priorities of municipalist activists in Belgrade, Berlin, and Barcelona. Spanning over 3.5 years from 2019 to 2023, it captured and supported the efforts of the Ministry of Space collective, AKS Gemeinwohl, Häuser Bewegen GIMA eG., Kollektiv Raumstation, and Observatori DESC to change the political paradigms shaping the contemporary housing emergency in the three cities. Coordinated by K LAB (TU Berlin) and supported by the Robert Bosch Stiftung, the CMMM team employed various formats of critical mapping to display the legislations, policies, events, hierarchies, as well as the main actors and factors that are shaping the housing crisis. Next to selected examples of how critical mapping has been applied by peers and artists in the three cities, this book scripts the process through which our team created three interactive maps “How (un)affordable is housing in Belgrade?”, “Who buys Berlin?”, and “Stop Evictions!” for Barcelona, which can be explored on the project’s website: cmmm.eu. CMMM‘s outputs intend to support existing and future municipalist activists and collectives pushing to create policy alternatives that integrate the “housing as a right” principle. We hope that our work inspires activists and engaged professionals to employ critical mapping in their endeavors to inform and nudge public opinion, towards advancing demands for justice in the urban and beyond. CMMM ist ein Projekt, das die Prioritäten von städtischen bzw. nachbarschaftlichen Aktivisten in Belgrad, Berlin und Barcelona begleitet und sich an ihnen orientiert. Es erstreckte sich über dreieinhalb Jahre von 2019 bis 2023 und erfasste und unterstützte die Bemühungen von Ministry of Space collective, AKS Gemeinwohl, Häuser Bewegen GIMA eG, Kollektiv Raumstation und Observatori DESC, die politischen Paradigmen, die den Wohnungsnotstand in den drei Städten prägen, durch verschiedene Formate der kritischen Kartierung zu verändern. Book excerpt: Those Who Countÿscrutinizes the scientific and expert practices of Roma classification and counting, and the politics of Roma-related knowledge production. The book takes a historical perspective on Roma group construction, both as an epistemic object and a policy target, with a focus on the expert discourse of the last two decades. The book argues that knowledge production on Roma is neither objective nor disinterested but rather is co-produced by political and academic actors driven by organizational interests with rather narrow disciplinary research traditions, as well as by political manifestos. The result of such co-production is a negative Roma public image circulating well beyond the expert discourse which reinforces stereotypes held by society at large. The case studies and examples presented in the book show that the state-led population census, policy related surveys, as well as academic and scientific research, together craft an essentialized Roma identity. The recently reemerged Roma-related genetic research imports assumptions, classifications, and narrations from the social sciences and contributes through sampling strategies, interpretation of data, and generalization to reify and pathologize Roma ethnicity. Roma are relegated by experts to several types of determinism: to a social category, to a frozen culture, and to a homogenous biologized entity.

Today -- with Eastern Europe once more in turmoil and with minority groups all over the world clamouring for recognition -- there is a growing awareness that, irrespective of the observance of the fundamental freedoms of individuals, minority groups have their legitimate interests that must be appreciated and accommodated. This collection of essays grew out of an international legal colloquium, held at the Faculty of Law of Tel Aviv University in March 1990. Some of the papers have already been published in volume 20 of the Israel Yearbook on Human Rights, but others are printed here for the first time. The authors come from different parts of the world and represent different legal backgrounds. They are by no means at one in their analysis of the human rights of minority groups, but they all share the sense that problems of minorities cannot be brushed aside or glossed over. It is not too hazardous to forecast that these problems will actually intensify in the 21st century. Whereas they cannot be solved through exclusively legal means, international and constitutional lawyers must do their utmost to identify flash points and to offer at least some prescriptive guidelines. This is the principal purpose of the present volume.
