Book excerpt: This work is the result of fruitful collaboration between the department of cooperation in the French Embassy in Sana'a and CEFAS (French CEnter for Archeology and Social Sciences in Sanna). It aims to present a joint reflection on experiences in gender and development projects, and to join in the debate they foster not only in Yemen, but on a much wider scale as well, beyond cultural and contextual particularities. This initiative connects with practical and critical research concerned with the transnational promotion of civil society, participation, empowerment and capacity building through various development and assistance schemes. It is divided up into two parts: firstly, a contribution by Blandine Destremau, aiming to provide a sense of perspective to the patterns of development implemented and experimented in Yemen, by sketching a critical history of ideas and institutions dealing with issues of gender and development. Secondly, an impact assessment carried out in the field by Maggy Grabundzija, an anthropologist, focusing on two projects funded by the French Social Development Fund, chosen for their engagement in girls' education in rural areas.

Book excerpt: The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict. This book was previously published as a special issue of Mediterranean Politics.

The democracy promotion strategies of Western policy-makers have, therefore, been based on strengthening civil society in authoritarian settings in order to support the development of social capital -to challenge undemocratic regimes. This book questions the validity of the link between an active associational life and democratization. It examines civil society in the Arab world in order to illustrate how authoritarian constraints structure civil society dynamics in the region in ways that hinder transition to democracy. Building on innovative theoretical work and drawing on empirical data from extensive fieldwork in the region, this study demonstrates how the activism of civil society in five different Arab countries strengthens rather than weakens authoritarian practices and rule. Through an analysis of the specific legal and political constraints on associational life, and the impact of these on relations between different civic groups, and between associations and state authorities, the book demonstrates that the claim that civil society plays a positive role in processes of democratic transformation is highly questionable.
