Project director is Augustus Richard Norton (Boston University). While there is wide disagreement about the outcome among those who follow events in the Middle East, there is little doubt that the regimes in the region are under increasing pressure from their citizens. In rich and poor states alike, incipient movements of men and women are demanding a voice in politics. Recent political developments in Jordan, Yemen, Lebanon, even the future state of Palestine, clearly show the vitality and dynamism of civil society, the melange of associations, clubs, guilds, syndicates, federations, unions, parties and groups which provide a buffer between state and citizen and which are now so clearly at the forefront of political liberalization in the region. Civil Society in the Middle East, a two-volume set of papers providing an unusually detailed and rich assessment of contemporary politics within the Middle East, and in this sense alone, quite literally peerless, is the result of a project of the Department of Politics and the Kevorkian Center for Near Eastern Studies at New York University. Volume I contains contributions by Augustus Richard Norton, Raymond A. Book excerpt: In the last five to ten years, pressure for political liberalisation, and the growth of civil society and independent media, inside Arab countries have prompted the debate about violent events in the postcolonial period. This book features studies of six Arab countries in which legacies of political violence have been challenged through various initiatives to promote "truth-telling" and transitional justice. The analysis departs from a liberal, teleological understanding of truth and reconciliation as a linear process from trauma through memory to national healing. Instead, the articles highlight how the interplay between state-orchestrated initiatives (such as Truth and Reconciliation committees and ministerial committees); civil society actors (including former political prisoners, investigative journalists and NGOs); and external actors (such as transnational NGOs, state sponsored dialogue initiatives, the UN and the EU) is creating a new political field. The book examines the extent to which this field challenges the Arab nation-state’s monopoly on history and violence, and asks whether public narratives of violence, memory and justice consolidate or challenge political legitimacy of current regimes. The democracy promotion strategies of Western policy-makers have, therefore, been based on strengthening civil society in authoritarian settings in order to support the development of social capital -to challenge undemocratic regimes. This book questions the validity of the link between an active associational life and democratization. It examines civil society in the Arab world in order to illustrate how authoritarian constraints structure civil society dynamics in the region in ways that hinder transition to democracy. Building on innovative theoretical work and drawing on empirical data from extensive fieldwork in the region, this study demonstrates how the activism of civil society in five different Arab countries strengthens rather than weakens authoritarian practices and rule. Through an analysis of the specific legal and political constraints on associational life, and the impact of these on relations between different civic groups, and between associations and state authorities, the book demonstrates that the claim that civil society plays a positive role in processes of democratic transformation is highly questionable. Offering a broad and alternative vision of the state of civil society in the region, this book will be an important contribution to studies on Middle Eastern politics, democratization and civil society activism.
