Exploring the globalization of ideas of democracy and civil society, Browers addresses the question of what occurs when concepts cross the boundaries of cultures or languages. She analyzes the historical concept of democracy in Arab and Islamic political thought, the transformations that have occurred over the past several decades resulting from Arab forays into an international discussion of civil society and what these transformations tell us about the status of ideological and conceptual debates in the region. The book’s value, however, lies in its main premise: despite the dearth of actual democratic practices in the Arab world, intellectual elites of the region have vigorously debated reform concepts for decades. Browers emphasizes that current conflicts involving the Middle East are less about Islam against the west and its secular allies in the region and more about diverse sectors of Arab society grappling with how to reform overreaching and unjust states. Browers shows that the seeds of democratic reform in the region were well planted prior to the war on Iraq and the Greater Middle East Initiative.

Book excerpt: This book purports to examine the international dimensions of the democratization process in Egypt in the post Cold War era; a theme which acquired significance at the academic and policy-oriented levels in light of the growing internationalization of reform arrangements in the Arab world in post 9/11 and the greater involvement of external powers in Arab politics following the Arab Spring uprisings. During the second half of the twentieth century, the mainstream scholarship presented the democratization process as the outcome of domestic conditions not significantly influenced by actors outside the nation-state. With the end of the Cold War, this perspective was challenged as a result of the third wave of democratization and the subsequent growth of the “good governance” discourse on the agenda of the international development establishment. The new perspective attached a more significant role to external factors in the democratization process than was originally conceptualized.

Book excerpt: In non-democratic regimes around the world, non-state organizations provide millions of citizens with medical care, schooling, childrearing, and other critical social services. Why would any authoritarian countenance this type of activism? Under what conditions does the private provision of social services generate political mobilization? And in those cases, what linkage does the provision of social services forge between the provider and recipient? In Winning Hearts and Votes, Steven Brooke argues that authoritarians often seek to manage moments of economic crisis by offloading social welfare responsibilities to non-state providers. But providers who serve poorer citizens, motivated by either charity of clientelism, will be constrained in their ability to mobilize voters because the poor depend on the state for many different goods. Organizations that serve paying customers, in contrast, may produce high quality, consistent, and effective services. This type of provision generates powerful, reputation-based linkages with a middle-class constituency more likely to support the provider on election day. Brooke backs up his novel argument with an in-depth examination of the Egyptian Muslim Brotherhood, the archetypal organization that combines social service provision with electoral success. With a fascinating array of historical, qualitative, spatial, and experimental data he traces the Brotherhood's provision of medical services from its origins in the 1970s, through its maturation under the authoritarian regime of Hosni Mubarak, to its apogee during the country's brief democratic interlude, 2011–2013. In addition to generating new insights into authoritarian regimes, party-voter linkages and clientelism, and the relationship between political parties and social movements, Winning Hearts and Votes details the history, operations, and political effects of the Muslim Brotherhood's much discussed but little understood social service network.

The Egyptian regime established a surprisingly independent constitutional court to address a series of economic and administrative pathologies that lie at the heart of authoritarian political systems. Although the Court helped the regime to institutionalize state functions and attract investment, it simultaneously opened new avenues through which rights advocates and opposition parties could challenge the regime. The book challenges conventional wisdom and provides insights into perennial questions concerning the barriers to institutional development, economic growth, and democracy in the developing world.

What these countries need, the book argues, are reform-minded governments that are willing to resort to illiberal means, such as restrictive policies, increased centralized involvement and political control over the process, in order to achieve liberal ends.

Questioning the widespread assumption that such organizations primarily serve the poorer classes, Clark argues that these organizations in fact are run by and for the middle class. Rather than the vertical recruitment or mobilization of the poor that they are often presumed to promote, Islamic social institutions play an important role in strengthening social networks that bind middle-class professionals, volunteers, and clients. Ties of solidarity that develop along these horizontal lines foster the development of new social networks and the diffusion of new ideas.

Most commentators focus on the Muslim Brotherhood and radical jihadists constantly vying for power under successive authoritarian rulers, from Gamal Abdul Nasser to General Abdel Fattah el-Sisi. Yet the relationship between the Islamists and Egyptian society has not remained fixed. Instead, groups like the Muslim Brotherhood, radical jihadists and progressive Islamists like Tayyar al Masri have varied in their responses to Egypt's socio-political transformation over the last sixty years, thereby attracting different sections of the Egyptian electorate at different times. From bread riots in the 1970s to the 2011 Tahrir Square uprising and the subsequent election of the Muslim Brotherhood's Mohamed Morsi in 2012, Egypt's Islamists have been countering authoritarian elites since colonial independence. This book is based on the author's fieldwork interviews in Egypt and builds on comparative political approaches to the topic. It offers an account of Egypt's contesting actors, demonstrating how a consistently fragmented Islamist movement and an authoritarian state have cemented political instability and economic decline as a persistent trend.
