I am mainly focusing on Egypt, specifically going through a comparative analysis of the different development strategies from Nasser till Al Sisy. In addition, drawing a comparison between Innovation and Civic Education as two case studies. The framework through which the dynamic state society relations are explored is Michael Mann's "Sources of Social Power" and Joel S. Migdal's "Strong Societies and Weak States". The different factors I identified were; political change, the purpose of the local civil society actors, as well as international support. The influence of these factors on state practices from recognition of civil society, support to civil society, and policy change. And thus, identifying the social and economic development of the state.

Book excerpt: The strength and dominance of political society, rather than the weaknesses of civil society, is arguably one of the primary reasons for massive civil uprising in Egypt led by independent, unaffiliated members of society. In many cases it appears that civil society was behind the Egyptian Revolution, although is this the case? Did the Revolution happen in spite of civil society? Just as the state can be a roadblock to development and democratization, civil society may also be detrimental to society's growth. In this thesis, the development and civil society community is analyzed to discover the functions of CSOs as well as their own opinions on civil society in the hope of gaining a more precise and practical understanding of civil society's role throughout Egypt. This thesis considers the major forces of civil society, both externally and internally, to include: local NGOs, international NGOs, USAID, development contractors, transnational organizations, and youth members of the resistance movement known throughout this research as "activists." Development agencies and foreign governments fund civil society in order to promote democratization and empower actors outside of the state. However there is a lack of understanding of what civil society is in the developing context rather than how it is understood in Western academia and policy. In the developing context civil society is often not simply a grassroots sector, as is often suggested, and rather an intricate network of transnational organizations funded by foreign governments or WB and IMF, while local organizations or NGOs are highly regulated by national government. Essentially these formal civil society organizations are unable to challenge state dominance due to the fact that they either work closely with them or are working or the goals of Western global structures. What the investigative research found is that there is a dynamic, grassroots, and voluntary group of unaffiliated members of society although they're not considered to be civil society by national or foreign governments, and therefore do not receive funding or assistance like formal civil society. This research and thesis is vital to the understanding of what civil society is in Egypt and the re-conceptualization of civil society in the developing world.

My first guiding thesis is that there is a cleavage between state and society in Egypt and I want to show some aspects and dimensions of its present status and its historical origins. The two central fields of my study will be firstly the actual secular state practice and its ideological origins and secondly Islam, its influence in Egyptian society, and its compatibility to liberal trends, the concept of civil society or democracy in general. To look at public participation in any state is an ambitious task, for the field of participation is broad and hard to measure. I will deal with political public participation. Public participation can be limited to social groups, like syndicates. By aims I am referring to the fact that different groups have different participatory intentions. This aspect becomes more interesting when looking at Islamist groups. Looking at public participation is at the same time looking at democratic processes and political culture of the society being analysed. This includes regarding in what way the preconditions for political participation are provided: Freedom of opinion and expression, freedom of assembly, freedom of press and last but not least education. The book argues that the Egyptian case represents a weak authoritarian state, which through its coercive and repressive policies towards various societal forces, political parties, professional associations and organisations and individuals, creates a weak society. Individual behaviour in urban and rural communities, sometimes viewed as signs of the strength of societal forces, is seen here as a symptom of a weak and fragmented society. The existence of a weak society in turn impedes government objectives and hinders the implementation of developmental policies and programmes, further weakening the state. This being the case, change has to be initiated externally in both the political and economic spheres.

Within a few years, however, most observers saw the protests as a failure given the outbreak of civil wars and re-emergence of authoritarian strongmen in countries like Egypt. But in Delta Democracy, Catherine E. Herrold argues that we should not overlook the ongoing mobilization taking place in grassroots civil society. Drawing upon ethnographic research on Egypt's nongovernmental organizations (NGOs) in the wake of the uprisings, Herrold uncovers the strategies that local NGOs used to build a more democratic and just society. Departing from US-based democracy advocates' attempts to reform national political institutions, local Egyptian organizations worked with communities to build a culture of democracy through public discussion, debate, and collective action. At present, these forms of participatory democracy are more attainable than establishing fair elections or parliaments, and they are helping Egyptians regain a sense of freedom that they have been denied as the long-time subjects of a dictator. Delta Democracy advances our understanding of how civil society organizations maneuver under state repression in order to combat authoritarianism. It also offers a concrete set of recommendations on how US policymakers can restructure foreign aid to better help local community organizations fighting to expand democracy.

This book examines the decade long of protest movements which created the context for the January 2011 mass uprising. It tells the story of Egypt’s long revolutionary process by exploring its genealogy in the decade before 25 January 2011and tracing its development in the three years that have followed. The book analyses new forms of political mobilisation that arose in response to ever-increasing grievances against authoritarian politics, deteriorating living conditions for the majority of Egyptians as a consequence of neo-liberal policies and the machinery of crony capitalism, and an almost total abandoning by the state of its responsibilities to society at large. It argues that the increasing societal pressures from different quarters such as labour groups, pro-democracy movements and ordinary citizens during this period culminated in an intensifying culture of protest and activism that was vital in the lead up to the dramatic overthrow of Mubarak. It, also, argues that the features of these new forms of activism and political mobilisation have contributed to shaping the political process since the downfall of Mubarak. Based on research undertaken since 2002, Egypt’s Long Revolution is an essential resource for scholars and researchers with an interest in social movements, comparative politics and Middle East Politics in general.
