The role of citizens, especially those active in civil society, has been neglected by scholars, students, and commentators of regionalism. In reaction to the prevalence of these top-down models, a “new regionalism” approach has proliferated in the past few years. This book aims to further develop such a research agenda by providing an up-to-date overview of the contribution of civil society to world regionalism, from Europe to Africa, Asia, and the Americas. This is not only relevant as a research topic; it is also of critical importance from a political standpoint. As regions across the world experience prolonged governance crises, it becomes paramount to understand the extent to which these new regional formations actually reflect the interests and needs of their people. While old regionalism was accepted as a de facto elite-driven byproduct of both the Cold War and neoliberal globalization, the twenty-first-century regionalism—if it is to survive—will need to refocus its objectives through new forms of participation and inclusion. Regions without citizens are unlikely to stand the test of time, especially in times of crises.

Structures and processes occurring within and between states are no longer the only – or even the most important - determinants of those political, economic and social developments and dynamics that shape the modern world. Many issues, including the environment, health, crime, drugs, migration and terrorism, can no longer be contained within national boundaries. As a result, it is not always possible to identify the loci for authority and legitimacy, and the role of governments has been called into question. Civil Society anf International Governance critically analyses the increasing impact of nongovernmental organisations and civil society on global and regional governance. Written from the standpoint of advocates of civil society and addressing the role of civil society in relation to the UN, the IMF, the G8 and the WTO, this volume assess the role of various non-state actors from three perspectives: theoretical aspects, civil society interaction with the European Union and civil society and regional governance outside Europe, specifically Africa, East Asia and the Middle East. It demonstrates that civil society’s role has been more complex than one defined in terms, essentially, of resistance and includes actual participation in governance as well as multi-facetted contributions to legitimising and democratising global and regional governance. Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape—and are shaped by—civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB—and to a much lesser extent ASEAN—in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. With its innovative analytical framework, broad scope covering civil society activism across Southeast Asia, and in-depth analysis of civil society attempts to influence ADB and ASEAN the book makes important contributions to research on civil society activism in Southeast Asia as well as the more general field of civil society and governance beyond the nation-state.

Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.

The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.
