Book China s Civil Service Reform

Download or read book China s Civil Service Reform written by Wang Xiaoqi and published by Routledge. This book was released on 2012-05-04 with total page 210 pages. Available in PDF, EPUB and Kindle. Book excerpt: A market economy and a more liberal society have brought great challenges to China’s outdated governance structure and personnel management. To improve decision-making in government and reshape the management system in face of a more complex economy, post-Mao authorities have implemented a number of administrative reforms, including civil service reform which emphasized on selecting and promoting public officials based on their capability and work performance. Thousands of positions have been filled since the civil service system was implemented nationwide in 1993. The Chinese civil service reform is of far-reaching significance because it had the potential to be a departure from the established structure of cadre personnel management system developed in the 1950s. However, after several years of policy development, scholars observe that the new reforms have done little to undermine the old cadre system. Is this true? Or does this conclusion over-simplify the complicated implementation of the reforms? This book examines the implementation and performance of the on-going civil service reforms in China. Using the principal-agent framework, the author draw upon key case studies showing how the reforms affect civil servants’ incentives and behavior in the local context and the Chinese leadership’s control over the bureaucracy. China’s reform experience speaks directly to many Asian countries facing urgent need to improve state capacity as the global financial crisis unfolds.

Book Constructing the Craft of Public Administration

Download or read book Constructing the Craft of Public Administration written by Christine Shearer and published by Springer Nature. This book was released on 2021-11-11 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book draws on recent empirical research and reports unique insight into the craft of public administration of the most senior echelons of the Australian Public Service (APS).This work is set in the context of a comparative analysis of the significant public sector reforms by successive governments from the 1980s across Westminster polities. Such reforms and the contemporary management ideas on which they were based, including new managerialism and ‘new public management’ (NPM) travelled, were translated and transformed with some elements accepted and others rejected. This book addresses how the most senior public servants in the APS construct their craft today amid such reforms. Chapter two covers the myriad of public sector reforms across Westminster polities. Chapters three and four cover the environments and contemporary management ideas which influence public administration. Chapters five and six showcase the public actors and the responsibilities they execute when they construct their craft. The final chapter provides a conceptual model of the craft of public administration and provides implications for theory and practice.

Book Public Service Evolution in the 15 Post Soviet Countries

Download or read book Public Service Evolution in the 15 Post Soviet Countries written by Alikhan Baimenov and published by Springer Nature. This book was released on 2022-01-31 with total page 607 pages. Available in PDF, EPUB and Kindle. Book excerpt: A unique study of public service evolution in the 15 post-soviet countries from independence to date. It reveals the diversity in their transformation shaped by historical and cultural traditions and the soviet legacy they inherited, as well as by the impact of the political will of ruling elites, all of which influenced the socio-economic and governance models these countries adapted. Its value lays with the fact that it is a collaborative outcome of prominent practitioners, who actively participated in the transformation process, and leading scholars representing all 15 post-soviet countries. It is valuable addition to the body of knowledge of public administration, allowing for improved understanding of the complexity and depth of change that has taken place over the past 30 years. It provides an in-depth analysis of the public service reform process; a subject relevant to the countries of the Region and beyond.

Book The Executive Agency Revolution in Whitehall

Download or read book The Executive Agency Revolution in Whitehall written by O. James and published by Springer. This book was released on 2003-09-16 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first book length assessment of the executive agency revolution in UK central government, part of the New Public Management, with 65 per cent of civil servants now working in agencies. The 'Next Steps' reformers' public interest view suggested value for money improvements. However, original analysis of budgets, performance data, documents and interviews reveals some support for an alternative 'bureau-shaping' perspective from rational choice, with officials using the reform to protect their welfare and substantial performance problems, especially in 'joining-up' government.

Book Regional Comparisons in Comparative Policy Analysis Studies

Download or read book Regional Comparisons in Comparative Policy Analysis Studies written by Iris Geva-May and published by Routledge. This book was released on 2020-06-29 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. The chapters address a broad and diverse number of countries and geographical areas: Latin America, North America, East Asia, Southeast Asia, Southern Africa, the Baltic states, the Nordic states, Western Europe, Central Europe, Eastern Europe, and Europe as a whole. "Regional Comparisons and Policy Analysis" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume showcases a different new chapter comparing domains of study interrelated with comparative public policy: political science, public administration, governance and policy design, authored by the JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie A. Pal and B. Guy Peters.
