Book excerpt: Scholars of public administration, economics, and political science, most from the region but some from western Europe and the US, describe the emerging civil service systems in nine countries, revealing the patterns that are developing during transition. They apply the methodological framework developed by the Civil Service Research Consortium to each country, providing a high degree of coherence that facilitates comparative analysis. They consider such aspects as the history of the system, internal labor markets, public opinion, relations between politicians and administrators, and civil service reform and development. They also take into account outside factors such as the possibility of joining the European Union. Annotation copyrighted by Book News, Inc., Portland, OR

Book Civil Services in the EU of 27

Download or read book Civil Services in the EU of 27 written by Christoph Demmke and published by Peter Lang. This book was released on 2010 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume compares and analyses the national civil services and the most important reform trends in the 27 Member States of the European Union. The authors first examine the reform processes concerning civil servants' legal status, organisational changes, recruitment policies, remuneration, decentralisation of human resource responsibilities, job security and ethics. They consider in what ways similarities and differences can be detected amongst the 27 Member States and whether and to what extent the national civil services move away from traditional bureaucratic structures. Finally, the authors discuss the main outcomes of the reform processes and the future of the classical civil service. This publication contrasts with the many popular and speculative statements that too often capture the headlines on the future of the civil service and the different human resource management reforms. Instead, it is a measured conclusion about emerging trends and developments in this important policy area. The authors argue that the reform of the public sector will not, as many have predicted, be characterised by clear changes and progress in the area. Instead, the outcomes of the reform reveal a more complex picture of piecemeal and paradoxical patterns of change.

Book International Handbook on Civil Service Systems

Download or read book International Handbook on Civil Service Systems written by A. Massey and published by Edward Elgar Publishing. This book was released on 2011-01-01 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'This Handbook on civil service systems is truly international and comparative. It covers and compares countries from all continents. It also connects historical (Weberian) legacies to contemporary challenges such as coordination, the hollow state, and trust. Massey's Handbook does not avoid difficult issues for civil service systems such as ruined reforms, fiscal retrenchment, and cultural and political system shocks. Therefore this book is exceptionally rich and stimulating.' Geert Bouckaert, Katholieke Universiteit Leuven, Belgium While there is no universally accepted definition of civil servant and civil service, this authoritative and informative Handbook compares and contrasts various approaches to organising the structure and activities of different civil service systems. Underpinning theories and frameworks provide a disciplinary perspective from which to explore recurring topics and themes, and international comparisons are made via case studies from Africa, Asia, Australasia, Europe, and North and South America. The expert contributors consider the historical and theoretical context of public administration and public sector management, encompassing issues such as the Weberian legacy, joined-up government and the hollowed-out state thesis. The debate between Anglo-American influenced systems versus the continental European approach to organising the civil service is also addressed.

Book Regulation of Public Service in European Countries

Download or read book Regulation of Public Service in European Countries written by Wolfgang Tiede and published by GRIN Verlag. This book was released on 2011-03-31 with total page 17 pages. Available in PDF, EPUB and Kindle. Book excerpt: Project Report from the year 2007 in the subject Law - European and International Law, Intellectual Properties, , language: English, abstract: Public service both national and local in Europe is characterised by a great diversity and specificity . The institution of public service itself exists in all European countries, but the regulation differs considerably. This is due to several factors which are, among others, the structure of the State, conception of the notion of general interest, impact of decentralisation movements and cultural pluralism of local authorities. The regulation depends mainly on the weighting of the public law governed career system and the civil law governed employment system of public service. Most of the European countries have chosen a hybrid model. Thus, the field of law regulating the personnel of the public service is a mixture of public and civil law. Three systems of regulation of public service can be observed across Europe, depending on the amount of implication of public law in the public service sector: the employment system (I.), the career system (II.) and hybrid systems (III.). It has to be stated though, that the realisation of pure systems do not exist and that every system is more or less hybrid.

Book Development and Regulation of Civil Service in Central and Eastern European States A Comparative Analysis in View of Good Governance

Download or read book Development and Regulation of Civil Service in Central and Eastern European States A Comparative Analysis in View of Good Governance written by Lucica Matei and published by . This book was released on 2009 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Central and Eastern European states, recently accessed or acceding to the European Union are undergoing civil service reform processes incorporated in the general public administration reforms. Based on the necessity to promote good governance, the strategies of reform have been designed and implemented distinctly in each state; their finality consists in compatibility with a possible European model for civil service. A comparative analysis will take into consideration both the political-administrative systems of the states mentioned, the organization of the national civil service systems as well as the common European values embodied in civil service organization. Without being considered the most robust ones, the civil service systems in Central and Eastern European states are closely related to tradition, historical, economic or socio-cultural context as well as connections with the recognized systems: Anglo-Saxon, Continental German or Continental French. The elaboration of civil servants statutes represented a stage necessary to achieve the civil service reform. At the same time, the civil service reform focused on the following values: effectiveness, accountability, honesty, integrity, dynamism, lawfulness. For Central and Eastern European states, the civil service reform presents different forms. All these states have emphasized the preoccupation for improving the civil servants' performance, ensuring an active interface with the citizen.

Book European Civil Service in Times of Crisis

Download or read book European Civil Service in Times of Crisis written by Didier Georgakakis and published by Springer. This book was released on 2017-08-30 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, part of the new wave of political sociology in EU studies, examines the dialectics of construction/deconstruction of the European civil service through a succession of empirically grounded case studies. Breaking with the usual representations of ‘Eurocrats’, it sheds light on a hidden aspect of the current European crisis: a crisis of social reproduction which affects the European civil service in a heavy context of management reforms, enlargements, institutional changes and the euro crisis. This in turn has a number of consequences in terms of internal tensions, power, and more broadly, the capacity of EU institutions to create convergence between diverging national and economic interests, and to embody a European future. European Civil Service in (Times of) Crisis will be of interest to students and scholars across a wide range of disciplines, including politics, sociology and public administration, to practitioners working in and with the EU institutions, as well as those wishing to know more about the EU.
