Book excerpt: In this report looking at crisis management in the EU, the Committee call for a closer working relationship between the EU Monitoring and Information Centre (MIC) and NATO's Euro-Atlantic Disaster Response and Coordination Centre (EADRCC). The role of the two bodies is similar, but there is practically no contact between them. It would be in the interests of the EU, NATO and the members of both organisations to support and complement each other's work rather than duplicating it. In the event of a serious natural or man-made disaster the failure of the two bodies to cooperate could have serious consequences. The Committee also raise concerns that NATO prevents officials of the EU Joint Situation Centre (SitCen) from taking part in NATO training courses due to concerns about security clearance. The Committee state that the level of security clearance required by NATO should be the same for officials of national Governments and of the European Union. The Committee also call on the Government to begin working with the EU to ensure a full EU contribution to the security preparations in place at the 2012 Olympic site and in surrounding London boroughs. Finally the report criticises the failure of the UK to participate fully in international exercises designed to test preparedness for Chemical, Biological, Radiological or Nuclear (CBRN) attacks. The UK has been involved to some extent in only 11 of 31 EU or NATO CBRN exercises between 2000 and 2008; it has played a full part by deploying teams in none of the NATO exercises, and only one of the EU exercises.

These civilian crisis management capabilities include policing and civil administration. The Committee's report finds that the preparations for the civilian ESDP police mission in Bosnia (EUPM) were highly successful. It considers that the EU's civilian role in crises is a valuable one, and notes surprise at the lack of interest shown thus far by the media and by individual Member States in this subject. Main conclusions reached are that the EU should: clarify the scope and goals of civilian ESDP; work to fill the gaps in the existing crisis management provision and avoid duplicating the work of other organisations; streamline the chain of command and control; and set up workable, long-term financing arrangements.

It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. Within the broader context, this book provides a mechanism-based framework for studying regional organizations as security community-building institutions, and by utilizing that framework it shows how practice theory can be applied in empirical research to generate novel and thought-provoking results of relevance for the broader field of IR. Book excerpt: After its failure to bring an end to the Balkan wars of the 1990s, the European Union has worked hard to close the infamous ‘capabilities-expectations gap’ in the field of the European Security and Defence Policy (ESDP). In a very short timeframe, the EU agreed to the following: the institution of new political and military bodies; peculiar structures and procedures to ensure political guidance and strategic direction; principles for consultation and cooperation with non-European allies and other international organisations such as the UN and NATO; measures to enhance the Union’s military and civilian capabilities; and the adoption of an acquis sécuritaire, including a European Security Strategy. The most striking manifestation and raison d’être of the ESDP is the European Union’s capacity to move beyond the paper security structures and back its diplomatic efforts by action on the ground. With the launching of more than twenty ESDP operations in barely five years' time, the EU has affirmed its operational capacity in ESDP. While most of the early ESDP missions were fairly successful, they have also revealed shortfalls, bottlenecks as well as broader issues in crisis management. In this book, prominent academics and leading practitioners explore this wide variety of policy and legal aspects of ESDP and present the lessons which should be taken to heart now that the EU is facing its ‘maturity test’ as an international crisis manager in high-risk theatres around the world. EU interventions or missions in non-member countries are a relatively recent development, and have largely been undertaken to ensure more effective co-ordination of humanitarian, peace-keeping, and peace building efforts by Member States in response to international conflicts and crises - and perhaps also to project the role of the EU as a major actor on the global stage. EU missions may involve the deployment of military forces in peace-keeping or peace enforcement operations, the deployment of military and police personnel in a preventive role or with a view to maintaining public order or controlling criminal activity, or they may involve the provision of civilian support for the rebuilding or redevelopment of the rule of law in countries where governmental structures have broken down. This report examines the incidence of these interventions, as well as their interaction with other bodies such as the UN, NATO, the African Union and voluntary coalitions, and the complex diplomatic and military negotiations leading to particular operations. The focus on assistance reflects the primary responsibility of the EU not to act independently of the UN and other international bodies but to provide support and assistance to the wider international community. The main aim of the report is not to provide a detailed analysis of the success or failure of particular missions, but is to describe the often complex and confusing structures developed over the past decade and to assess the past, present and future of the EU's responsibility to intervene in international crises.
