Critically comparing these case studies and statistics, this volume provides readers with a deeper understanding of the causes and consequences of military involvement in the region's politics during the post-colonial period covered.Two ideologically opposed positions evolved around the phenomenon of military insurgency. Technological conservatism generally favors military insurgency in previously civilian-led governments. There was a presumption that it encourages stability, efficiency, and anti-communism. The revisionist position, on the other hand, was highly critical of technological conservatism, especially with regard to its political fervor. J. Stephen Hoadley asserts that the relevant question is not one of ideological choices; rather, it is whether a military or civilian-led government is better suited for the political and economic development of a particular underdeveloped nation. Hoadley argues that there is little difference between military and civilian-led governments in their abilities to establish stability and maintain law.The book concludes that neither conservative nor radical views are fully correct as to the effects of military-led governments on development. Soldiers and Politics in Southeast Asia focuses exclusively on civil-military politics in Southeast Asia in a critical period for the region, and it should be read by all individuals interested in Southeast Asian politics and development long after Cold War issues have come to a close.

A decade later, however, this trend seems to have been reversed. The Thai military launched a coup in 2006, the Philippine armed forces expanded their political privileges under the Arroyo presidency, and the Burmese junta successfully engineered pseudo-democratic elections in 2010. This book discusses the political resurgence of the military in Southeast Asia throughout the 2000s. Written by distinguished experts on military affairs, the individual chapters explore developments in Burma, Thailand, the Philippines, Vietnam, East Timor, Indonesia and Singapore. They not only assess, but also offer explanations for the level of military involvement in politics in each country. Book excerpt: In recent decades, several East Asian nations have undergone democratic transitions accompanied by changes in the balance of power between civilian elites and military leaders. These developments have not followed a single pattern: In Thailand, failure to institutionalize civilian control has contributed to the breakdown of democracy; civil-military relations and democracy in the Philippines are in prolonged crisis; and civilian control in Indonesia is yet to be institutionalized. At the same time, South Korea and Taiwan have established civilian supremacy and made great advances in consolidating democracy. These differences can be explained by the interplay of structural environment and civilian political entrepreneurship. In Taiwan, Korea, and Indonesia, strategic action, prioritization, and careful timing helped civilians make the best of their structural opportunities to overcome legacies of military involvement in politics. In Thailand, civilians overestimated their ability to control the military and provoked military intervention. In the Philippines, civilian governments forged a symbiotic relationship with military elites that allowed civilians to survive in office but also protected the military's institutional interests. These differences in the development of civil-military relations had serious repercussions on national security, political stability, and democratic consolidation, helping to explain why South Korea, Taiwan, and, to a lesser degree, Indonesia have experienced successful democratic transformation, while Thailand and the Philippines have failed to establish stable democratic systems.

Due to the organizational apparatus and capacity for forcible coercion that the military possesses, it can be an important determinant on whether a civilian government survives or falls, as well as what policies are formulated and implemented. This thesis analyses Southeast Asian civil-military relations in a comparative perspective. By looking at seven states in the region - Thailand, Indonesia, Singapore, Malaysia, the Philippines, Vietnam and Myanmar - it finds a rich diversity of such relations, ranging from situations of civilian control to civil-military partnerships to military control. The thesis therefore aims to answer the question: why has there been this variance in civil-military relations in the region? The thesis first examines briefly the history of civil-military relations theory as well as the history of the seven states mentioned above, building an analytical framework and proposing three alternative explanations for variance. Firstly, it asserts that pre-independence legacies created path dependencies that structure the shape of civil-military relations in the region. Secondly, the thesis argues that the structure of the political party environment mattered and assesses the case studies through indicators of concordance and discordance. Finally, the thesis looks at the presence of military entrepreneurship, asserting that variance depends on military capacity to engage in external business activities and civilian willingness to allow such activities. The thesis concludes by assessing the explanatory power of the three factors above and concluding that a combination of pre-independence legacies and party structure best explains civil-military relations in the region.

Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.
