Book excerpt: This book demonstrates that civil-military relations have evolved away from symbiosis to quasi-institutionalization in post-Deng Xiaoping China. As the People's Liberation Army (PLA) is a Leninist party-army, it is commonly assumed that the relationship between the Chinese Communist Party (CCP) and the PLA is symbiotic and institutional boundaries based on a clear functional division of labor are absent between the two. This symbiosis suggests that the primary role of the PLA is in China's domestic politics; it is to participate in intra-CCP leadership power struggle and in defending the CCP regime against popular rebellions from within Chinese society. By analyzing major changes in the functions of the PLA political commissar system, the extent of the PLA involvement in the power struggle of the CCP leadership, and the circulation of elites across civil-military institutional boundaries, this book offers a new theoretical explanation of civil-military relations in China. It also discusses the implications of the findings for China's domestic politics and foreign policy. Nan Li is Visiting Senior Research Fellow at East Asian Institute, National University of Singapore. He has published extensively on Chinese security and military policy and China's maritime development. He was a professor at the U.S. Naval War College and received a PhD in political science from the Johns Hopkins University.

This study, by examining change in Chinese civil-military relations, undertakes to resolve this analytical puzzle. Second, China's civil-military interagency coordination in crisis management during the post-Deng era has remained an area of speculation, for lack of both information and careful analysis. Book excerpt: This study reviews the last 20 years of academic literature on the role of the People's Liberation Army (PLA) in Chinese elite politics. It examines the PLA's willingness to support the continued rule of the Chinese Communist Party (CCP) and to obey directives from top party leaders, the PLA's influence on the selection of China's top civilian leaders, and the PLA's ability to shape the domestic political environment. Over the last two decades the discussion of these three issues has largely been shaped by five trends identified in the literature: increasing PLA professionalism, bifurcation of civil and military elites, a reduced PLA role in political institutions, reduced emphasis on political work within the PLA, and increased military budgets. Together, these trends are largely responsible for the markedly reduced role of the PLA in Chinese elite politics. Based on this assessment, we conclude that existing models serve a useful role in identifying key variables for analysis in the study of Chinese civil-military relations. However, most of the literature has been descriptive and interpretive rather than predictive. The widespread practice of using elements of multiple models to analyze civil-military relations makes it difficult to assess the validity of individual models or to generate falsifiable predictions, thus limiting the predictive ability of current models. Although China is a much more open society today, lack of reliable information continues to make the study of civil-military relations in China difficult, forcing analysts to rely on indirect evidence and dubious sources to speculate about the military's influence on elite politics and about the relationships between top civilian and military leaders.

The People's Liberation Army (PLA) is central to maintaining the power base of the CCP. The relationship between the military and the communist party, however, has undergone change. Until recently, it was marked by a high degree of interpenetration and in China could be more correctly called a party-army relationship as opposed to a civil-military relationship. But what does this change mean for the communist party? Does it maintain a firm grip of power over the army? Where does the allegiance of the PLA lie? By what mechanisms does the army answer to civilian authority and participate in defense policymaking? This paper will examine these questions and others that define civil-military relations in China. It will also look at the relationship during three events in recent history, the Tiananmen crisis in 1989, the divestiture of the PLA from the Chinese economy from 1998-1999, and the EP-3 crisis in April 2001.

In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.
