Secretaries of Defense since Robert McNamara have sought to impose discipline on the process, with varying degrees of success. Conflicts between a Military Service and the civilian leadership are inevitable. A Service wants to develop the most advanced system to address its perceived need, whereas the Secretary of Defense must balance competing requirements across the Department of Defense. The military and the civilian leadership may also have different strategic perspectives that feed this conflict. Through the detailed analysis of three case studies -- the Nuclear Surface Navy in the 1960s, the B-1 Bomber in the 1970s, and the Crusader Artillery System in the 2000s -- the author explores some of the common themes and sources of friction that arise in civil-military relations concerning major weapons programs. Book excerpt: During the summer of 1992, Senator Sam Nunn, Chairman of the Senate Armed Services Committee, initiated legislation to enhance civilian and military cooperative efforts in meeting critical domestic needs. In a speech before the Senate Armed Services Committee, he called for a major reexamination of the roles and missions of the nation's Armed Forces to help solve these problems. The political context of Senator Nunn's speech is as important as its content. The cold war was over, domestic crises were manifesting themselves, and the Armed Forces, especially after the Gulf War, enjoyed unprecedented prestige and unique capabilities and efficiencies. These efficiencies, Senator Nunn believes, can be turned on domestic difficulties. As budgets were cut, the broad area of roles and missions also became the vehicle for scrubbing the budget and revalidating missions and force structures. The revalidation process continues and, in simple terms, the defense budget will see dollars being taken out or new missions added. This paper details Senator Nunn's ideas for new missions. It sets forth his speech, the relevant materials from reports of the Senate Armed Services Committee and the House-Senate Conference Committee (Appendix A), and the final text of the legislation as enacted in the National Defense Authorization Act for Fiscal Year 1993 (Appendix B).

Book excerpt: In November 1997, the United States Army War College joined with the U.S. Southern Command, the Inter-American Defense Board, the National Guard Bureau, and the Latin American Consortium of the University of New Mexico and New Mexico State University to cosponsor a conference entitled .The Role of the Armed Forces in the Americas: Civil-Military Relations for the 21st Century.. The meeting was held from 3 to 6 November in Santa Fé, New Mexico, and was hosted by the New Mexico National Guard. The conference brought together over 150 prominent civilian governmental and military leaders and some of the most noted scholars from throughout the Americas. It was designed to support the Commander-in-Chief, U.S. Southern Command's objectives of strengthening democratic institutions, assisting nations in eliminating threats to their security, supporting economic and social progress, and enhancing military professionalism. In addition, the meeting sought to promote the Army Chief of Staff.s goals of conflict prevention through peacetime engagement, strategic outreach to organizations and institutions outside the Department of Defense, and the enhancement of Active and Reserve component integration. Included in this publication are the papers and speeches delivered at the conference, rapporteurs-synopses of the working group discussions and an analysis, with recommendations, of the implications for civil-military relations and U.S. policy. These presentations, the level and scope of participation, the candor of the dialogue, the outstanding support provided by our cosponsors, and the charming atmosphere of Santa Fé all contributed to making the meeting a success. The U.S. Army War College extends sincere appreciation to General Charles E. Wilhelm, the Commander-in- Chief, U.S. Southern Command, and to Major General John C. Thompson, Chairman of the Inter-American Defense Board, and their staffs for the leadership and financial support that made the conference possible. We also recognize Lieutenant General Edward D. Baca, Chief of the National Guard Bureau; Major General William A. Navas, Jr., Director of the Army National Guard; the Adjutants General of New Mexico and Utah, and their outstanding soldiers who provided the crucial escort, logistical and interpretation support.
