Book excerpt: During the Civil War, the western front was the scene of some of that conflictï¿1/2s bloodiest and most barbaric encounters as Union raiders and Confederate guerrillas pursued each other from farm to farm with equal disregard for civilian casualties. Historical accounts of these events overwhelmingly favor the victorious Union standpoint, characterizing the Southern fighters as wanton, unprincipled savages. But in fact, as the author, himself a descendant of Union soldiers, discovered, the bushwhackersï¿1/2 violent reactions were understandable, given the reign of terror they endured as a result of Lincolnï¿1/2s total war in the West. In reexamining many of the long-held historical assumptions about this period, Gilmore discusses President Lincolnï¿1/2s utmost desire to keep Missouri in the Union by any and all means. As early as 1858, Kansan and Union troops carried out unbridled confiscation or destruction of Missouri private property, until the state became known as "the burnt region." These outrages escalated to include martial law throughout Missouri and finally the infamous General Orders Number 11 of September 1863 in which Union general Thomas Ewing, federal commander of the region, ordered the deportation of the entire population of the border counties. It is no wonder that, faced with the loss of their farms and their livelihoods, Missourians struck back with equal force.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. By far the most complex examination to date, the book sharply focuses on the "borderland" between the free North and the Confederate South. As a result, Rebels on the Border deepens and enhances understanding of the sectional conflict, the Civil War, and Reconstruction. After slaves in central Kentucky and Missouri gained their emancipation, author Aaron Astor contends, they transformed informal kin and social networks of resistance against slavery into more formalized processes of electoral participation and institution building. At the same time, white politics in Kentucky's Bluegrass and Missouri's Little Dixie underwent an electoral realignment in response to the racial and social revolution caused by the war and its aftermath. Black citizenship and voting rights provoked a violent white reaction and a cultural reinterpretation of white regional identity. After the war, the majority of wartime Unionists in the Bluegrass and Little Dixie joined former Confederate guerrillas in the Democratic Party in an effort to stifle the political ambitions of former slaves. Rebels on the Border is not simply a story of bitter political struggles, partisan guerrilla warfare, and racial violence. Like no other scholarly account of Kentucky and Missouri during the Civil War, it places these two crucial heartland states within the broad context of local, southern, and national politics.
