In the introductory chapter I have attempted to trace, briefly, and in a very general way, the extension of American influence over the territory from an early date to the completion of the conquest. This is followed by a more detailed account of the period of military rule and the political unrest resulting therefrom. The work of the Convention of 1849 and the election, organization, and important enactments of the first Legislature have been given due consideration. Chapter eighteen deals with the admission of California into the Union, and in the final chapter will be found some statistics on the population and resources of the new state in 1850. The general impression that a group of southern politicians dominated the Convention of 1849 is contrary to fact as may be seen. The extensive eastern boundary was not supported by southern men any more than by northern, and the exclusion of the free negro was a question in which the man from the northern states was interested as much as the man from the South. The State Legislature, however, did finally send two proslavery men to represent California in the Senate of the United States. Book excerpt: Excerpt from Elements of Civil Government The plan of this book is that of a gradual development from the known to the unknown, from the near to the distant, from the local to the general, from the concrete to the abstract. The plan is designed, furthermore, to tell only what cannot readily be observed, the purpose being to stimulate observation and inquiry. It is intended that a substantial basis of knowledge shall be gained before general reflections are indulged in. It will be seen, therefore, that the farther we go away from the home of the pupil, the greater the detail of information given him. The questions in the earlier chapters are intended to supply the place of text. The pupil is, accordingly, required by observation and inquiry to build up his own text. The questions in succeeding chapters are more in the nature of questions on the text. The teacher is, of course, expected to enlarge upon these questions indefinitely. It is assumed that the teacher will be progressively more exacting in the answers required of the pupils. The repetition of questions in the book will thus serve as a means both of review and of extending the knowledge of the subject-matter. Thus, on the topics of elections and suffrage, the pupil will get his first rudimentary knowledge from the election of school trustees; this knowledge will be enlarged and reinforced by successively studying the methods and conditions of elections in city, county, State, and nation. Similarly, again, in regard to taxation. These two topics, especially, are regarded as of fundamental importance, and should be insisted upon and developed with the utmost care, patience, and perseverance. It was then the capital of the territory and the head quarters oi the United States army. The governor and his staff resided there, and there were the offices of the civil government. The officers and their employees constituted the larger part of the English-speaking portion of the population, and among them the very important questions concerning a Civil government to take the place of military rule, which was now at an end, were constantly discussed. Although my vocation as a clergyman left me little time to look into these things, I became very much interested in them, and in all that pertained to the history of this new country to which I had come. I took every Opportunity to gather information from those who had been long residents here, and carefully preserved such historical papers and documents as fell into my hands. All the events that led up to the calling of the convention which formed the state constitution in September, 1849, were familiar to me, and being connected with that body as chaplain, all its proceedings were familiar also. I never had time, however, in a busy life that followed, to make any use of the historical materials that had accumulated by the way, till within a few years past. Then, in looking over events in the past perspective, it seemed clear to me that the transition of California from its connection with Mexico to become one of the United States of America, especially at the time at which this took place, and under the unprecedented circumstances which surrounded it, and in view of the amazing consequences that followed, made it an event that ought to be considered by itself.
