A methodology is given for determining the telephone and radio circuitry and associated materiel required for communications for the public shelter system and emergency services and to CD - supporting agencies, as well as guidance in preparing the complementary communications plans and procedures. The decision concerning the acceptable grade of communications service is the basic criterion in developing essential circuit requirements. (Author).

Embraced in the study are the review of San Jose's CD organization, and facilities; CD concept of emergency operations, and direction and control; communications resources and vulnerability; and economic factors. A methodology was developed for the determination of telephone and radio circuitry and associated materiel requirements to support the public fallout shelter system, emergency services and CD-supporting agencies' operations of this community, as well as for the complementary communications plans and procedures. The grade of communication service based on an analysis of critical traffic generated during the trans and post attack phases was used as the criterion in the determination of circuit requirements. A basic objective of the study was to provide a practical approach for the derivation of a generalized methodology for determining the CD communications requirements of any community. (Author).

Findings of past research were reviewed to determine typical communications systems at regional, state and local levels and to ascertain the probable effects of nuclear weapons on these systems. Alternative evaluation techniques were reviewed for applicability to civil defense communications systems. An integrated evaluation method was developed which would make use of engineering analysis, field operations and computer simulations. This method would permit the correlation of pre-strike system characteristics with post-strike system performance, thus providing a basis for the specification of 'reference' or 'minimum standard' civil defense communications systems against which real-world systems might be evaluated. An interim method for evaluating local civil defense communications systems by means of engineering analysis was also developed. (Author).
