Book Diplomacy and Security Community Building

Download or read book Diplomacy and Security Community Building written by Niklas Bremberg and published by Routledge. This book was released on 2015-09-16 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book contributes to the ongoing debate in IR on the role of security communities and formulates a new mechanism-based analytical framework. It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. Within the broader context, this book provides a mechanism-based framework for studying regional organizations as security community-building institutions, and by utilizing that framework it shows how practice theory can be applied in empirical research to generate novel and thought-provoking results of relevance for the broader field of IR. This book will be of much interest to students of multilateral diplomacy, European Politics, foreign policy, security studies and IR in general.

Book The Protection of Archaeological Heritage in Times of Economic Crisis

Download or read book The Protection of Archaeological Heritage in Times of Economic Crisis written by Elena Korka and published by Cambridge Scholars Publishing. This book was released on 2015-01-12 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume brings together the proceedings of the conference “From past experience to new approaches and synergies: The future of protection management for archaeological heritage in times of economic crisis”, held in the new Acropolis Museum in Athens in 2012. The conference was organised by the Hellenic National Committee of the International Scientific Council on Monuments and Sites (ICOMOS) and the International Scientific Committee on Archaeological Heritage Management (ICAHM) ,with the participation of United Nations Educational, Scientific and Cultural Organization (UNESCO), the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM), the International Council of Museums (ICOM) and the International Committee on Risk Preparedness (ICORP). Special interest at the conference was directed to the Mediterranean region, as the area currently faces a variety of serious man-made and natural disasters. This book offers a collection of papers presented at the conference which examine existing experiences in various parts of the world, in order to offer solutions and new ways of managing the protection of cultural heritage, as well as sustaining the preservation of archaeological remains in times of economic crisis, which represents a major threat facing archaeological heritage worldwide. The current economic crisis has had a significant impact on various sectors of archaeological heritage management, and has affected the majority of tangible and intangible cultural assets. In this framework, some of the main themes that are addressed in this volume include: environmental harmonization; management and best practices in sustainability; management action plans; risk mitigation and confrontation; research in conservation; preservation and technologies; shelter protection; restoration, coordination and site use; illicit excavations and trafficking; protection of collections and movable finds; preservation of intangible heritage at sites and monuments; and heritage and the economy. The book offers useful documentation for maintaining high standards in the field of archaeological heritage, while searching for new ground for synergies and fresh initiatives, in order to confront the new challenges archaeology is currently facing, such as the economic crisis, a factor which is closely connected to the development of society and the sustainability of cultural property.

Book National Cyber Emergencies

Download or read book National Cyber Emergencies written by Greg Austin and published by Routledge. This book was released on 2020-01-23 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book documents and explains civil defence preparations for national cyber emergencies in conditions of both peace and war. The volume analyses the escalating sense of crisis around state-sponsored cyber attacks that has emerged since 2015, when the United States first declared a national emergency in cyberspace. It documents a shift in thinking in the USA, from cooperative resilience-oriented approaches at national level to more highly regulated, state-led civil defence initiatives. Although the American response has been mirrored in other countries, the shift is far from universal. Civil defence strategies have come into play but the global experience of that has not been consistent or even that successful. Containing contributions from well-placed scholars and practitioners, this volume reviews a selection of national experiences (from the USA, Australia, India, China, Estonia, and Finland) and a number of key thematic issues (information weapons, alliance coordination, and attack simulations). These demonstrate a disconnect between the deepening sense of vulnerability and the availability of viable solutions at the national level. Awareness of this gap may ultimately lead to more internationally oriented cooperation, but the trend for now appears to be more conflictual and rooted in a growing sense of insecurity. This book will be of much interest to students of cyber security, homeland security, disaster management, and international relations, as well as practitioners and policy-makers.
