As we consider how to best explore democracy and foster a more civically-engaged populace in the current socio-political context, it is critical to examine what frames our educational systems, policies, and practices and shapes our civic identity. While teachers struggle with decreased instructional time for social studies and the demands of standardized tests, the social sciences are often pushed to the margins. Reflecting on how to negotiate local, state, national, and global tensions related to policy and practice, educators work to do what is best to equip students to foster democratic citizenship and ideals. Social sciences educators are uniquely positioned to embrace a journey that upholds democratic ideals of equality, freedom, and justice, while simultaneously critiquing inequity and injustice in schools and our society. The contributors to this volume situate a variety of discussions within the context of the crossroads and explore how to negotiate, translate, and reconceptualize our own beliefs and positionings in ways that positively influence and empower students, teachers, teacher educators, and education policy makers. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. This report explores difficult questions confronting learning assistance: What is the obligation of colleges for providing assistance for its students? Is learning assistance a civil rights issue for historically underrepresented students attending postsecondary education? What is the history of learning assistance for serving previous generations of students, even at the most prestigious public and private institutions in the United States? Are learning assistance needs better met by high schools and two-year institutions? Do learning assistance activities benefit the postsecondary institution and society? Although it has a presence in most postsecondary institutions, the expression of learning assistance is quite diverse through credit and noncredit activities. The preferred term used in this report is "learning assistance," because it is commonly used and most inclusive of the various approaches and activities of the field. After situating civic education at the turn-of-the-century, the book describes the career of Laura Donnan—her influences, teaching, extracurriculars, and civic life—through the lens of her unique epistemology, shaped by negotiating the gendered ideologies of her era. Then, the book re-examines Arthur W. Dunn’s career, focusing on his ten years at SHS, and the influence of Donnan on his popular community civics curriculum and subsequently the 1916 report “The Social Studies in Secondary Education.” Previous scholars have overlooked Dunn’s time at SHS, viewing it simply as a stepping stone for the progressive educator’s career. This book argues that Dunn’s time at SHS was pivotal to his career due to influential colleagues, primarily Donnan. To conclude, Clark discusses the implications of Donnan’s epistemology in shaping civic education in the United States.
