Book excerpt: Citizenship Education in Conflict-Affected Areas examines the practices of learning and teaching citizenship in Lebanon, and explores the implications of the research findings for those working in other sites affected by conflict. Bassel Akar analyses rich empirical data, such as semi-structured interviews with teachers and open-ended survey packs with children in classrooms, which reveal conflicts in notions of citizenship and pedagogical approaches. These in-depth explorations of classroom learning and teaching show the hidden and subtle factors that often subvert intentions to promote social cohesion and active citizenship through education. Examining how individual conceptualizations of citizenship influence approaches to learning and teaching and vice versa, the author argues that learning citizenship in schools can undermine aims of democratic participation, dialogue and critical thinking. He concludes and considers why classroom learning of civic education in Lebanon can actually be more harmful than beneficial. Book excerpt: Some scholars argue that education systems across the western world are becoming increasingly similar due to the influence of transnational discourses and organizations. Others believe that education is the panacea for all problems of social cohesion. After all, aren't the well-educated usually more tolerant, civically engaged and trusting than the poorly educated? This book critically examines both claims. It finds that western countries still differ markedly on key aspects of their education systems and that these differences reflect distinct political traditions and different responses to a set of competing normative and political principles. The findings further suggest that raising the average education level is unlikely to be an effective strategy for promoting social cohesion. Instead, more promising are policies targeting the opposite ends of the lifelong learning continuum: universalizing pre-school education and care and promoting adult education with a pronounced second chance character.

Drawing on empirical research, the book argues that attempting to transmit preconceived notions of citizenship through schools is both unviable and undesirable. The notion of 'curricular transposition' is introduced, a framework for understanding the changes undergone in the passage between the ideals of citizenship, the curricular programmes designed to achieve them, their implementation in practice and the effects on students. The 'leaps' between these different stages make the project of forming students in a mould of predefined citizenship highly problematic. Case studies are presented of contrasting initiatives in Brazil, a country with high levels of political marginalisation, but also significant experiences of participatory democracy. These studies indicate that effective citizenship education depends on a harmonisation or 'seamless enactment' of the stages outlined above. In contrast, provision in countries such as the UK and USA is characterised by disjunctures, showing insufficient involvement of teachers in programme design, and a lack of space for the construction of students' own political understandings. Some more promising directions for citizenship education are proposed, therefore, ones which acknowledge the significance of pedagogical relations and school democratisation, and allow students to develop as political agents in their own right.
