Book excerpt: Excerpt from The Organization of City School Systems: An Address Delivered Before the Council of School Superintendents of the State of New York at Albany, October 14, 1912 The purpose of this paper is to express in general terms the conclusions reached after an experience of twenty years in dealing with many phases of the subject and also to express what is commonly acknowledged by expert authority in school administration to be the fundamental principles on which all laws which are to govern the public schools of a city should be enacted. Until a permanent policy shall be established in relation to the organization of the machinery for the operation of the public schools in the several cities of the State and upon fundamental principles consonant with the general policy of the State upon public education, and until these prin ciples are well understood by teachers, superintendents and officers who bear official relation to the schools, and until such fundamental principles are generally recognized by municipal authorities, political parties and in uential citizens, this subject is one which should receive the consideration not only of organizations of school workers like yours in session' here tonight but of all citizens who have a patriotic interest in the welfare of the State. The first law authorizing the establishment of public schools in this State was enacted in 1795. The permanent basis of a State system of public education was enacted in 1812, or just one hundred years ago. In these early statutes the principle was written that all tax-supported schools and schools receiving State aid should be under State supervision, that the schools constituted a State system and that public officers should be chosen in the several localities to represent the State and to carry into effect the State's policy in relation to public education. This principle became fundamental to all educational enterprises in which the State is interested. It is founded upon the sound doctrine that (the welfare of the State depends upon a general dissemination of education in all sections and for the benefit of all citizens and that, where the funds of the State go, the authority, supervision and control of the State must follow. Its purpose is to describe the city school district as it is found, with respect to certain important features. Probably the study will be best understood when regarded as composed of two parts: the first part attempting (i) to point out the relation of the city school district to the city, (2) to determine its relation to the state, (3) to show the nature of the control the state exercises over it; the second part aiming to show the provisions the state has made for the city school district with reference to its organization and fiscal affairs. It will be seen that the task which has been set is not an easy one. The subject is not one which lends itself readily to logical treatment. The firs-t part can be treated adequately only when considered from the point of view of administrative law. But the aim of this study is practical, from the point of view of educational administration. A general understanding of the first part is, however, necessary to a full appreciation of the second part. The excuse for giving it here is that no student of administrative law has as yet presented it elsewhere. It is thought then pardonable that the practical aim be allowed to prevail even at the sacrifice of a possible full rounded develop ment of a logical theme. It follows, further, that the first part of this study is valuable here chiefly in so far as it contributes to a fuller understanding of the second part. It is that tendency to set the newly acquired studies off by themselves. The first illustration of this may be remembered by a visit to the old Latin and English high school of Boston. This building was planned by Mr. John D. Philbrick and marked an important step toward the introduction of science into the high schools. This transition left its mark on the.build ing. The two assembly rooms on the third' floor each capable of seating 800 persons would of course serve the purpose of a modern high school by uniting them into a single room capable of seating the whole school, but it was necessary at the time of erecting this building in 1877 to provide separate rooms for the classical and mathematical students, and those taking the English and science branches. These two classes of students were not allowed to assemble together! The relation which in some locali ties still lingers between Manual Training and Commercial branches and the rest of the school existed between the Classical and Science branches thirty years ago! Manual Training High Schools and Commercial High Schools were built in various cities, containing in their curricula varying amounts of academic work. They have all succeeded and have drawn students in great numbers, but the tendency of these schools has been to add more and more of academic work to their courses till some of them already have the full high school course of study contained in other schools preparing their pupils for all courses in college. Some, like those of Denver, Kansas City, Indianapolis and St. Louis were made complete at the start and they all became immediately popular. The methods, being in some respects new in the literature of education, deserve some comment. It is impossible to gain adequate insight into facts as complex as those of school expenses and school achievements without some use of technical statistical methods. If Mr. Strayer's report puzzles some readers by its tables of frequency, its constant use of the median rather than the average as a measure of central tendency, its coefficients of correlation and their corrections, it is of necessity. The facts could not otherwise be handled properly - in some cases not at all. The one matter of technique which needs explanation and perhaps apology is the use of the Pearson Coefficient of Correlation. This measure of the general relation of a deviation of the amount of one item in the budget from the typical amount of that item to the deviation in the same city of some other item from its typical amount, is indispensable but necessarily obscure.
