Although these inaugural exercises may differ very little from any of those in the preceding years, you as Gentlemen of the Council and the citizens of our city have the satisfaction of knowing that they have a city government which has been a government close to the people. By this, it is my desire to convey that you as Gentlemen of the Council and all of those who have to do with the functioning of the affairs of Rochester, hold the interests of their citizens as their first consideration. I am also sure that, in return, the citizens who have elected you have done so because you have their confidence; and by the action that you have taken in their affairs, you have gained this standing. It is not my intention at this time to have a lengthy in augural address. You as Gentlemen of the Council are as familiar as I with the existing affairs and the operation of your city government. You are familiar with the needs. As you have heard me say many times before, I will again repeat that Rochester is a fine city. The services that we give to our residents are comparable with only a few municipalities in this. Area, and I will further repeat that Rochester is a city of friendly people, working together with one thought in mind, and that is that we may be progressive and clean, and make this community one to which people everywhere may Wish to come, whether as citizens, just to make a friendly call, or to shop in our mercantile establishments, and that men and women may be employed in our up-to-da-te, cooperative industries. We are fortunate in the fact that we have diversified industry. Your forethought has been definitely shown by the building of your new Public Works Garage, and by replacing the loca tion of your former one with a free municipal parking lot. Yes, we have been a longtime perhaps, in accomplishing this, but it has paid off. The thought and the time that have been devoted to this one project have enabled you to have the type of building equivalent to our needs, which together with the building of this municipal parking lot, has in no wise imposed a financial burden upon our taxpayers. I would like at this time to make a brief report to you of our municipal business, both of the past year and the year to come. Like every year, 1949 had its share of problems. Chief among these has been unemployment. Certain trends that were all too evident last March have been borne out. Unemployment has marched hand in hand with a sharp curtailment of industrial activity; a definite halt in the upward slant of assessed valuations has been accompanied by an in creasing number of unpaid tax bills, and the effect of this trend has been keenly felt by your City Government in its welfare costs and in its budget planning. Laconia has not been alone in finding itself in this predicament, all other New Hampshire cities have. To a lesser or greater extent, experienced the same trend of events. It may well be simply a period of post war readjustment, but at any rate it has been, and still is, the most serious problem that we have had to face. Its solution is extremely difficult and to a large extent is beyond the scope or field of a municipal government. But during this coming year we must do everything in our legal power to help relieve the situation. To this end I recommend to you the following suggestions or points for your guidance: We must be prepared to undertake necessary public construction and improvements that are too sizeable and too costly for the pay as you go plan.
