Recent commentators on Russia's economic reforms have almost uniformly declared them a disappointing and avoidable—failure. In this book, two American scholars take a new and more balanced look at the country's attempts to build capitalism on the ruins of Soviet central planning. They show how and why the Russian reforms achieved remarkable breakthroughs in some areas but came undone in others. Unlike Eastern European countries such as Poland or the Czech Republic, to which it is often compared, Russia is a federal, ethnically diverse, industrial giant with an economy heavily oriented toward raw materials extraction. The political obstacles it faced in designing reforms were incomparably greater. Shleifer and Treisman tell how Russia's leaders, navigating in uncharted economic terrain, managed to find a path around some of these obstacles. In successful episodes, central reformers devised a strategy to win over some key opponents, while dividing and marginalizing others. Such political tactics made possible the rapid privatization of 14,000 state enterprises in 1992-1994 and the defeat of inflation in 1995. But failure to outmaneuver the new oligarchs and regional governors after 1996 undermined reformers' attempts to collect taxes and clean up the bureaucracy that has stifled business growth.Renewing a strain of analysis that runs from Machiavelli to Hirschman, the authors reach conclusions about political strategies that have important implications for other reformers. They draw on their extensive knowledge of the country and recent experience as advisors to Russian policymakers. Written in an accessible style, the book should appeal to economists, political scientists, policymakers, businesspeople, and all those interested in Russian politics or economics.

Those areas figured prominently in cartography of the Middle Ages. The mythical island of Scandza, the land of the Amazons, the apocalyptic tribes of Gog and Magog, and other traditional symbols of chaos and barbarity existed side by side and often merged with new knowledge about people, cities, and states. The book, originally published in Russian as Kartografiia khristianskogo srednevekovia (Moscow: Vostochnaia literatura, 1999), offers an analysis of 198 Western European and Byzantine maps that date between the eighth and thirteenth centuries and contain information about the north and northeast of the inhabited world. The maps are divided into fifteen groups. Each group of maps is discussed in its separate chapter and all the relevant place names and other legends on the maps are transcribed and translated into English. Included in the book are comprehensive glossaries, which comprise the names of persons, places, ethnicities, and animals, and provide commentaries on the cartographic legends. The book features reproductions of individual maps and their details.

Appearing at a time of enormous change within the Soviet Union and in its relations with the United States, the book raises important questions about the degree to which the Soviet Union can be relied upon to honor its treaty commitments. As Beichman reminds us, the Soviet Union's record of treaty compliance in the past is dismal, and its continuing rhetorical strategic commitment to Marxism-Leninism as guiding ideology in its diplomatic activities is troubling. Beichman argues for a more realistic understanding of Soviet history and political culture, so that the results of treaty negotiations will be more positive in the future than they have been in the past. In effect, he argues for a risk-assessment approach, in which diplomats take seriously the possibility of treaty violation and factor the possible consequences into their diplomatic assessments. The Soviet Union's record, from arms control treaty violations to the invasion of Afghanistan, has been appalling, and the ignorance of American statesmen about the Soviet Union, from Roosevelt to Reagan, is discouraging. Despite Gorbachev's accession and liberalizing developments in the Soviet Union and Eastern Europe, he warns, caution is warranted. Using relevant texts and historical materials, supported by anecdotes and his own extensive personal experiences, Beichman presents a readable, compelling argument that is sure to be controversial. The book will be of particular interest to specialists in international affairs, and experts on the Soviet Union and Central Europe, as well as general readers interested in the course of U.S.-Soviet relations.
