Book excerpt: In this report the Foreign Affairs Committee calls on the British Government to use its influence to persuade the US to engage more fully, and swiftly, with the process of political reconciliation in Afghanistan if the US wishes to disengage its forces there. Although the current international emphasis favours intense military pressure, aimed at defeating the insurgency, it is clear that military pressure alone is not enough to bring security and stability to Afghanistan. The evidence presented to the Committee has suggested that the current full-scale and highly-intensive ISAF counter-insurgency campaign is not succeeding. The Committee question the fundamental assumption that success in Afghanistan can be 'bought' through a strategy of 'clear, hold and build'. The distinction between al-Qaeda and the Taliban is crucial to generating appropriate policy responses in Afghanistan. The Committee says that despite the significant resources that have been invested in Afghanistan, and the enduring, wholehearted and admirable commitment and sacrifices of British personnel, the UK has not yet achieved its stated goals. There is also evidence that the core foreign policy justification for the UK's continued presence in Afghanistan, namely that it is necessary in the interests of UK national security, may have been achieved some time ago, given the apparently limited strength of al-Qaeda in Afghanistan. The security rationale behind the UK Government's decision to announce the 2015 deadline for the unconditional withdrawal of UK combat forces remains unclear and there are a number of potential risks inherent in such an approach.

This book delves into the status of three regions: Kashmir, Sikkim, and the province of Assam in 1947. In Kashmir, Sheikh Abdullah had emerged as a charismatic leader before it was raided by Pakistan. It explores how Sikkim was accorded the status of an India-protectorate stage in 1950. The Naga National Council, led by Z.A. Phizo, resorted to armed uprisings in the 1950s in Naga Hills, followed by M.N.F. and Laldenga thereafter. The work sheds light on the dynamics of collaboration and rebellion involving leaders like Sheikh Abdullah and the last King of Sikkim, P.T. Namgyal, with the Indian establishment, and why and how they rebelled against them. Additionally, it discusses consequences of these tribal leaders' armed insurrections, and the role in the formation of Nagaland and Mizoram am Indian states. Offering a unique perspective on the historical evolution of these regions, this book will be invaluable for Indian policymakers, allowing readers to see the Indian Union from the viewpoint of the Frontier leadership. Awadhesh Coomar Sinha is an anthropologist and sociologist. Having taught sociology and served as Dean of the School of Social Sciences at North Eastern Hill University, Shillong, he has also been a visiting professor in various universities in India and beyond, and is a pioneer in the field of Eastern Himalayan research. In fact, besides five ethno-regional groups (Baloch, Muhajir, Punjabi, Pushtuns and Sindhis), there are numerous religious groups including Christians, Buddhists, Sikhs and Hindus, together with several smaller Islamic groups.Pakistan has been ruled by the military for much of its existence. The political use of religion by governments and a weak civil society pose enormous challenges for minorities in Pakistan. Non-Muslim minorities and women in Pakistan are subject to harsh religious laws, while some minority Muslim groups face similar forms of discrimination. Constitutional amendments and the Blasphemy Law have deprived minorities of religious freedom and violated their rights as citizens. In addition, the decision of the current military regime to join the US-led coalition against terrorism has provoked popular resentment and an internal backlash by extremist groups with renewed violence against minorities.This report aims to enhance understanding of religious minorities in Pakistan and increase awareness of the need for the protection of minority and gender-based rights across communities. With a general election due this year, this report is timely and of direct relevance to both the international community and agencies concerned with Pakistan.
