Download or read book State and Municipal Government in the United States Classic Reprint written by Everett Kimball and published by Forgotten Books. This book was released on 2017-09-17 with total page 594 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from State and Municipal Government in the United States In spite of the importance and interest of international and national questions of policy and in spite of the rapidly widening sphere of federal legislation and administration the life of an American citizen is affected more often by the agencies of local government than by those of the national government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. To the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. With this in mind the book has been divided into five parts. In Part I the federal system and the state constitutions as the fundamental basis of local government are discussed. Part II deals with the political system - the electorate in theory and in action, in primaries, in election campaigns, and in its direct action in the use of the initiative, referendum, and recall. Part III deals with state government - the different organs and the functions which these organs perform. State administration, which is rapidly being extended both directly and through the supervisory power of the state, is discussed in its various manifestations. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from American City Government: A Survey of Newer Tendencies This volume, as its subtitle indicates, is not a systematic treatise on municipal government, but a survey of recent leading tendencies. Its reason for existence, in view of the several works already available, is in the distribution of emphasis, in the stress which it lays on the social and economic functions of city government. Less than one third of the space is given to politics and administration. There is also some difference in the point of view, for the position is here taken that, strictly speaking, there can be no such thing as municipal science, because the most fundamental concerns of cities, the underlying economic foundations, are primarily matters Of state and national, not local, control. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the United States: National, State, and Local The plan, scope, content, and temper of this book are in large measure the outgrowth of my experience as a teacher. My students, by the drift of their questions and discussions, have moulded my ideas of what a text-book ought to contain. This book is theirs as much as it is mine. That fact may help to explain why some features of American government are dilated upon at considerable length, while others are left as self-evident propositions to the perception of the reader. It explains, moreover, why the same problem is occasionally discussed from different angles, even though this has in volved some degree Of repetition. And if the general tone of the book betrays an optimist, my sufficient answer is that no man can be for many years associated with the American undergraduate and remain anything else. Book Great Cities in America

Download or read book Great Cities in America written by Delos F. Wilcox and published by . This book was released on 2015-07-08 with total page 442 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Great Cities in America: Their Problems and Their Government Three years ago the author undertook to prepare a contribution on "The Government of Great American Cities" to be published in Germany in a series of articles and monographs devoted to a description of city government in several leading countries of the Western World. This series appeared in the Schriften des Vereins fur Socialpolitik under the general title, "Verfassung und Verwaltungsorganization der St dte." Although the author's contribution was published in English, both the form and the substance of the monograph rendered it practically unsuited for general use in America. Accordingly, the work has been thoroughly revised and prepared for publication here as a separate volume in The Citizen's Library. It is a matter of regret that the limitations of space have compelled the author, in this revised work, to confine the discussion to six cities only, - Washington, New York, Chicago, Philadelphia, St. Louis, and Boston. If the method of treatment here adopted should prove acceptable to the public, it may be that at some future time the story will be extended to include Cleveland, Los Angeles, Detroit, Pittsburgh, Denver, Milwaukee, and other cities of the second class in which history is now being made. The present volume is offered to the public with considerable diffidence, for two reasons. In the first place, the method of treatment is experimental. Book Municipal Government Classic Reprint

Download or read book Municipal Government Classic Reprint written by Frank J. Goodnow and published by . This book was released on 2015-07-09 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Municipal Government Ihe city. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises. It has been said that the political problems of cities are peeoliar. This is due to the character of urban populations.1 Authorities: Veber, The Growth of Cities etc.; Hobson, The Evolntion of Capitalism; Qiddings, Hie Principles of Sociology. Book excerpt: Excerpt from The Emancipation of the American City Since James Bryce recorded it as his opinion a generation ago, that the government Of cit ies is the one conspicuous failure of the United States, a veritable revolution has been under way in American municipal government. It is not yet completed, but it has been so wide spread in its influence and results as to make it clear that what was unhappily true when Mr. Bryce wrote, cannot in truth be said today. Book City Government for Young People

Download or read book City Government for Young People written by Charles Dwight Willard and published by . This book was released on 2015-08-08 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from City Government for Young People: A Study of the American City, Adapted for School Use and for Home, Reading for Children This work is not intended as an addition to the already overburdened curriculum of the High School, but is offered to educators as a substitute, in schools located in cities, for the course on "Civics" or "Civil Government." The avowed purpose of that course is to teach citizenship. It will scarcely be contended that the recital of facts about the general government and the state and county governments can be of great value in itself. These, like many other things taught in our schools, are likely to be quite forgotten before the pupil reaches the age where they can be put to practical use. Moreover, the essential facts about the national government and the states are fairly well covered in the study of American History. But the lessons of citizenship are of great and lasting value. The National Municipal League and many writers on municipal topics have repeatedly urged that a study of city government rather than that of the national and state governments be used as the basis of the teaching in citizenship. Book Government in the United States

Download or read book Government in the United States written by James Wilford Garner and published by Forgotten Books. This book was released on 2017-09-16 with total page 420 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Government in the United States: National, State, and Local Merits of Local self-government. - In the United States, local self-government is regarded as one of the chief merits of our political system, and is often declared to be one of the inalienable rights of the people. One great advantage of local self-government is that it brings government near the door of every citizen, and permits the people of each locality, who are most familiar with their own local condi tions and who know best what are their local needs, to regu late their own affairs as they see fit. Also, such a system is well calculated to secure responsibility. So long as the local authorities are chosen by the community from its own inhabitants and are constantly under the eyes of the people, they can be more effectively controlled and made amenable to local public opinion than is possible where they are chosen by authorities distantly removed. An other irnportant advantage of local self-government is that it serves as a training school for the political education of the citizens. Allow them the privilege of choosing their own local officials and of regulating their own local concerns, and their interest in public affairs will be stimulated and their political intelligence increased and broadened. This not only will tend to secure more responsible government (local, state, and national), but will produce a moreoactive type of citizenship. Download or read book The Government of the United States written by Bernard Moses and published by Forgotten Books. This book was released on 2015-06-15 with total page 436 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Government of the United States The main purpose of this book is to show what the Government of the United States is, by giving a sketch of its organization and the general methods of its working. It deals not only with the central, or Federal government, but also with the State, Territorial, and local governments; and all of these taken together make up the Government of the United States. Students who undertake the study of this Government should keep in mind the fact that each of the governments, local, State, and Federal, exercises some part of the political power of the nation. This is the territorial distribution of power. He should also keep in mind the fact that in the town or city government, as well as in the State or Federal government, the power which each holds is divided among the legislative, the executive, and the judicial departments. This is a distribution according to the kind of power to be exercised. Thus, in order to understand how this nation is governed, one must give attention to both of these forms of distribution. The topics here treated, concerning the organization and powers of the Government, constitute a general subject by themselves. If properly comprehended, they show us what the Government is.
