Venant après la citoyenneté civile inventée au XVIIIe siècle et la citoyenneté politique imposée au XIXe, cette citoyenneté sociale se met en place au milieu du XXe siècle. Elle correspond à la reconnaissance de droits sociaux de portée universelle, garants de " l'égale dignité " de tous selon la déclaration universelle des droits de l'homme votée à l'ONU en 1948. Ces droits sociaux ne suffisent cependant pas pour garantir la dignité aux populations reléguées dans les citées sociales excentrées ou les inner cities, qui ne disposent pas de chances suffisamment crédibles d'accéder à une place convenable dans la société. La ville sépare autant et plus qu'elle rassemble. Aussi faut-il prolonger le projet de satisfaction des besoins vitaux par celui de l'accroissement de l'égalité des chances entre les individus. Le XXIe siècle sera-t-il celui de la citoyenneté urbaine ? Les conférences-débats " La rue ° Parlons-en ! " initiées par l'Association Emmaüs font intervenir des personnalités du monde de la recherche afin de rapprocher ta réflexion universitaire et l'action sociale menée sur le terrain.

La partie historique présente une évolution de la notion de citoyenneté depuis la naissance de la démocratie à Athènes jusqu'à cette citoyenneté qui a pris consistance aujourd'hui dans les établissements scolaires. Deux événements n'échappent pas à cette évolution qui auront des conséquences capitales sur la situation actuelle de nos villes, la Révolution française et la Déclaration universelle des droits de l'homme de 1948. L'auteur reste très impartial dans sa troisième partie La citoyenneté urbaine, où il analyse les données sociales et politiques depuis un quart de siècle. Il propose alors des remèdes à la crise actuelle qui frappe nos villes, à savoir notamment l'insécurité ambiante. Elèves, professeurs et parents, mais aussi politiques et sociologues, liront avec le même intérêt cet ouvrage qui aborde de manière exhaustive et très documentée le " mal des villes ". La première pointe les dérives de « l’injonction participative », cette demande unilatérale et méprisante faite aux pauvres de se comporter en citoyens, sans leur donner la possibilité de débattre sur le fonctionnement des institutions. La seconde voit au contraire dans la participation un levier pour leur émancipation sociale et politique et l’amélioration de l’action publique. Le croisement de plusieurs perspectives d’analyse et terrains d’enquête permet de dépasser cette vision binaire et de rendre compte de la manière dont les problèmes sociaux, économiques et urbains sont débattus dans l’espace public. L’ethnographie de la participation aide à mieux comprendre la manière dont les habitants prennent part, ou non, à la définition et à l’évaluation des politiques publiques qui les concernent. Cet ouvrage montre que l’apathie des habitants des quartiers d’habitat social n’est qu’apparente ou plutôt qu’elle se développe dans des contextes d’interaction particuliers. Sous certaines conditions, au contraire, de nouvelles formes de contre-pouvoir, engendrées par l’activité délibérative des « artisans de la participation », émergent dans les milieux populaires. The field work is carried out between 1969 and 1971 using combined anthropological and quantitative methods. This book is composed of 10 chapters and begins with an overview of the theoretical concepts essential for an adequate comprehension of the later chapters, followed by a summary of the development and evolution of Mexico City as they relate to Cerrada del Cóndor. Considerable chapters examine the migration process, the economy, the family and kinship patterns, and the reciprocity networks and associated mechanisms of survival value in the shantytown. The remaining chapters discuss some of the relevant theoretical points raised by the findings, including the reciprocity, the confianza concept, and the importance of informal economic exchange in complex urban societies.
