'Citizenship' and 'diversity' have been two of the major topics of debate in both democratic politics and political theory over the past decade. Much has been written about the importance of citizenship, civic identities, and civic virtues for the functioning of liberal democracies, and the need to accommodate the ethnocultural, linguistic, and religious pluralism that is a fact of life in most modern states. By and large, however, these two topics have been largely discussed in mutual isolation. Much of the writing on the issues of both citizenship and diversity remains rather abstract and general and disconnected from the specific issues of public policy and institutional design. Citizenship in Diverse Societies examines the specific points of conflict and convergence between concerns for citizenship and diversity in democratic societies and reassesses and refines existing theories of 'diverse citizenship' by examining these theories in the light of actual practices and policies of pluralistic democracies.

National citizenship has been studied through the prism of citizenship studies and EU citizenship from an EU studies viewpoint. To contribute to their ongoing discussion and offer a politically embedded perspective, Siklodi applies the citizenship studies lens to the analysis of EU-wide survey data and original focus group evidence of young and highly educated EU mobiles and stayers in Sweden and Britain. Specifically, she investigates political community building processes, including processes of differentiation and exclusion, and the dimensions of citizenship – identity, rights and participation – at the national and EU levels. Siklodi proposes a redefinition of the active/passive citizen dichotomy in terms of mobiles/stayers to provide a more accurate description of contemporary citizen attitudes and behaviours across the European community.

Using the phrase “rhetorical citizenship” as a unifying perspective, Rhetorical Citizenship and Public Deliberation aims to develop an understanding of citizenship as a discursive phenomenon, arguing that discourse is not prefatory to real action but in many ways constitutive of civic engagement. To accomplish this, the book brings together, in a cross-disciplinary effort, contributions by scholars in fields that rarely intersect. For the most part, discussions of citizenship have focused on aspects that are central to the “liberal” tradition of social thought—that is, questions of the freedoms and rights of citizens and groups. This collection gives voice to a “republican” conception of citizenship. In the course of developing the model, he also provides a thorough account of the meaning and use of "civil society" in contemporary scholarship as well as a critical review of rival models, including those found in the work of scholars such as John Rawls, Jurgen Habermas, Michael Walzer, Benjamin Barber, and Nancy Rosenblum. Jensen's own ideal treats civil society as both the context in which citizens live out their comprehensive views of the good life as well as the context in which citizens learn to be good deliberative democrats. According to his idealization, groups of citizens in civil society are actively engaged in a grand conversation about the nature of the good life. Their commitment to this conversation grounds dispositions of epistemic humility, tolerance, curiosity, and moderation. Moreover, their regard for the grand conversation explains their interest in deliberative democracy and their regard for democratic virtues, principles, and practices. Jensen is not a naive utopian, however; he argues that this ideal must be realized in stages, that it faces a variety of barriers, and that it cannot be realized without luck.
