This Committee consisted of five members, as follows: Wilbur F. Gordy, Hartford, Connecticut, Chairman; Philander P. Claxton, United States Commissioner of Education; Charles E. Chadsey, Dean, College of Education, University of Illinois, at that time Superintendent of Schools, Detroit, Michigan; James H. Van Sickle, Superintendent of Schools, Springfield, Massachusetts; and John W. Hall, Dean, School of Education, University of Nevada, at that time Head of Elementary Education Department, University of Cincinnati. From the first Mrs. Fannie Fern Andrews, Secretary of the American School Citizenship League, acted as Secretary-Treasurer of the Committee; and later on Mrs. John W.
