Those who remained, however, were relegated to second-class status in this new country, controlled by a military regime that restricted their movement and political expression. For two decades, Palestinian citizens of Israel were cut off from friends and relatives on the other side of the Green Line, as well as from the broader Arab world. Yet they were not passive in the face of this profound isolation. Palestinian intellectuals, party organizers, and cultural producers in Israel turned to the written word. Through writers like Mahmoud Darwish and Samih al-Qasim, poetry, journalism, fiction, and nonfiction became sites of resistance and connection alike. With this book, Maha Nassar examines their well-known poetry and uncovers prose works that have, until now, been largely overlooked. The writings of Palestinians in Israel played a key role in fostering a shared national consciousness and would become a central means of alerting Arabs in the region to the conditions—and to the defiance—of these isolated Palestinians. Brothers Apart is the first book to reveal how Palestinian intellectuals forged transnational connections through written texts and engaged with contemporaneous decolonization movements throughout the Arab world, challenging both Israeli policies and their own cultural isolation. Book excerpt: A powerful case for why majority rule—not representation—is the defining feature of democratic politics The idea that democratic governance rests on active self-rule by citizens plays surprisingly little part in current theories of democracy, which instead stress the importance of representation by elected, appointed, or randomly selected bodies such as legislatures, courts, and juries. This would have astonished eighteenth-century theorists of democracy, who viewed universal suffrage and majoritarian voting as the sole criteria for democratic politics. Active and Passive Citizens defends the view of these earlier thinkers, asserting that individual agency is the very essence of democracy. In this provocative and lucidly argued book, Richard Tuck draws on the distinction made by the Abbé Sieyès, a leading political theorist of the French Revolution, between “active” citizens (the electorate) and “passive” ones (those who are represented by the institutions of the state). Tuck traces our current representative view of democracy to Sieyès and contrasts him with Rousseau, a theorist of active self-rule by the people. Tuck argues that modern theories of democracy have effectively turned us into passive citizens and calls for a renewal of a majoritarian democracy that realizes the full potential of active citizenship. In the 1960s and 1970s, an insurgent attack on traditional liberalism took shape in America. It was built on new ideals of citizen advocacy and the public interest. Environmentalists, social critics, and consumer advocates like Rachel Carson, Jane Jacobs, and Ralph Nader crusaded against what they saw as a misguided and often corrupt government. Drawing energy from civil rights protests and opposition to the Vietnam War, the new citizens’ movement drew legions of followers and scored major victories. Citizen advocates disrupted government plans for urban highways and new hydroelectric dams and got Congress to pass tough legislation to protect clean air and clean water. They helped lead a revolution in safety that forced companies and governments to better protect consumers and workers from dangerous products and hazardous work conditions. And yet, in the process, citizen advocates also helped to undermine big government liberalism—the powerful alliance between government, business, and labor that dominated the United States politically in the decades following the New Deal and World War II. Public interest advocates exposed that alliance’s secret bargains and unintended consequences. They showed how government power often was used to advance private interests rather than restrain them. In the process of attacking government for its failings and its dangers, the public interest movement struggled to replace traditional liberalism with a new approach to governing. The citizen critique of government power instead helped clear the way for their antagonists: Reagan-era conservatives seeking to slash regulations and enrich corporations. Public Citizens traces the history of the public interest movement and explores its tangled legacy, showing the ways in which American liberalism has been at war with itself. The book forces us to reckon with the challenges of regaining our faith in government’s ability to advance the common good.

Vigorous talk about equality, rights, and collaboration fueled the Revolution, the Declaration of Independence, and the Constitution with its amendments. In a republic, the people set the terms for their lives not individually, but in community. The genius of keeping it alive exists in how everyday citizens talk and listen, write and read, for a common good. Dialogue and deliberation—rather than an accumulation of individual preferences—sustains a republic, yet a diminished and scarred institution of journalism jeopardizes citizens’ access to shared and truthful information. A disturbing “what’s in it for me?” attitude has taken over many citizens, and a creeping, autocratic sense of dismissive accusation too often characterizes the political style of elected officials. The basic fuel for democracy is the willingness of informed citizens to take each other seriously as they talk about political choices. Once we begin to clam up, build walls, and dismiss each other, we unravel the threads tying us to the Founders’ vision of a republic. There are those who profit by dividing citizens into two camps: a comfortable “us” versus a scary “them.” They make their case with accusations and often with lies. Democracy’s News discusses today’s problems of public communication in the context of history, law, and interpersonal life. News should not be something to dread, mistrust, or shun. Aided by reliable, factual journalism, citizens can develop a community-based knowledge to cope with social issues great and small. Book excerpt: Juval Portugali The notion of complex artificial environments (CAE) refers to theories of c- plexity and self-organization, as well as to artifacts in general, and to artificial - vironments, such as cities, in particular. The link between the two, however, is not trivial. For one thing, the theories of complexity and self-organization originated in the “hard” science and by reference to natural phenomena in physics and bi- ogy. The study of artifacts, per contra, has traditionally been the business of the “soft” disciplines in the humanities and social sciences. The notion of “complex artificial environments” thus implies the supposition that the theories of compl- ity and self-organization, together with the mathematical formalisms and meth- ologies developed for their study, apply beyond the domain of nature. Such a s- st position raises a whole set of questions relating to the nature of 21 century cities and urbanism, to philosophical issues regarding the natural versus the artificial, to the methodological legitimacy of interdisciplinary transfer of theories and me- odologies and to the implications that entail the use of sophisticated, state-of-t- art artifacts such as virtual reality (VR) cities and environments. The three-day workshop on the study of complex artificial environments that took place on the island of San Servolo, Venice, during April 1-3, 2004, was a gathering of scholars engaged in the study of the various aspects of CAE.
