Book excerpt: As countries throughout the world democratize and decentralize, citizen participation in public life should increase. In this paper, I suggest that democratic participation in local government is enhanced when citizens can reply affirmatively to at least three questions about their ability to hold local officials accountable for their actions: Can citizens use the vote effectively to reward and punish the general or specific performance of local public officials and/or the parties they represent? Can citizens generate response to their collective needs from local governments? Can citizens be ensured of fair and equitable treatment from public agencies at local levels? The findings of a study of 30 randomly selected municipalities in Mexico indicate that, over the course of a decade and a half, voters were able to enforce alternation in power and the circulation of elites, but not necessarily to transmit unambiguous messages to public officials or parties about performance concerns. More definitively, citizens were able to build successfully on prior political experiences to extract benefits from local governments. At the same time, the ability to demand good performance of local government as a right of citizenship lagged behind other forms of accountability.

Book excerpt: Accountability is a considerably complex and ambiguous social construct involving multiple elements. As an element of good governance, accountability has been the focus of a vast body of literature in public administration. A recent initiative aimed at improving citizen accountability (CA) that has been introduced and implemented in public governments in several countries is titled Open Government (OG). OG principles suggest that enhancing citizen engagement and transparency will improve CA and trust. However, the empirical research on how the entire CA process works in such a context is limited. The aim of this research is to explore the CA relationship between a local democratic OG and the citizens of a city in Ontario, Canada. Given the nature of the research questions ("How") and considering that the study focuses on a contemporary phenomenon (i.e., CA) in a specific real-life context (i.e., a local OG), a case study was conducted in a city in Ontario that had adopted and implemented OG initiatives. Semi-structured interviews with elected and appointed officials of the city provided the primary sources of data. Archival data from social media platforms and municipal documents provided secondary sources of data for this study. A conceptual model of accountability by Bovens (2007a) informs the methodology and data analysis. The findings show that in the context of this case study, citizens are actively creating new accountability forums, which is facilitated by information and communication technologies (ICTs). Findings contribute to the literature on accountability through emergent themes that help to explain the accountability process in this case, that were previously not explained with conceptual models offered in the extant literature. Citizens were found to play a role in mediating the information provision phase of accountability relationships in the context of OG. Thus, this study also contributes to the public administration literature by demonstrating how accountability is arranged in an OG context and how the process of CA may be carried out in this case. Regarding practical contributions, the findings resulted in several managerial recommendations for public organizations. Study limitations, theoretical implications, and future research directions are discussed.

Within the broader political economy context, many questions remain unanswered about the role that new technologies can play to act as an accelerator for closing the accountability gap. Within this context, this report brings together new evidence from leading academics and practitioners on the effects of technology-enabled citizen engagement. The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities. The report analyzes in depth both the factors and process of using new technologies to enhance the delivery of primary health services to pregnant women in Karnataka, India, and of several community mapping and crowdsourcing programs in Guinea, Haiti, Kenya, Libya, Sudan, and other countries.
