Citizen evaluations provide public officials with important clues about the perceived performance of local agencies, an important factor in inner-city areas where residents have expressed considerable dissatisfaction with the delivery of police services. This book examines the perspectives of inner-city residents in Athens, Georgia and focuses on policing, community policing, and the co-production of law enforcement. A qualitative, non-experimental research design with focus-group interviewing is used to collect, explore, and examine the perceptions and attitudes of East Athens residents and community policing officers. The focus-group technique enables the researchers to gather in-depth data on the expectations of these inner-city residents and the implications for public administrations serving this community. The results of this study examine not only the police service delivery and community policing effort in question, but also more general efforts of implementation and evaluation of public policies.

Book excerpt: Within the last forty years, numerous studies have been conducted to determine what variables affect citizens' satisfaction with police services. The present study, using survey responses from 100 residents in one city in upper East Tennessee, measured citizens' satisfaction with police services based on their own police-citizen contacts and neighborhood conditions; and, determined what types of police services the citizens desired or thought were important. A significant difference was found in satisfaction with police services when compared by race, polite and fair treatment by the police, the type of contact with police, and visibility of patrol cars in neighborhoods. However, no significant difference was found in satisfaction with police services when compared by socioeconomic status, night walking safety, and prior victimization. It was also found that citizens felt the greatest needs of their local police department were more officers and a police station open 24 hours a day.

Available in PDF, EPUB and Kindle. Book excerpt: For both Part I and Part II crimes, the length of reporting time was the strongest predictor of on-scene arrests and of the availability of witnesses. Response time was found to be unrelated to the probability of making an arrest or locating a witness for a large proportion of Part I crimes that were discovered after occurrence, although the length of reporting time had some impact on the probability of a witness's being contacted for Part II 'discovered' incidents. Apathy was the strongest determinant of the length of reporting time for crime incidents, whereas in noncrime incidents, citizen doubts about the effectiveness of police involvement were the major factor. Although incidents which involved injuries had shorter reporting, dispatch, and travel time, the length of these intervals had no apparent effect on the length of a victim's stay in a hospital.
