Analysing the images both sides have through their interaction on the EUROPA website (www.europa.eu) helps to to show where communicator intentions and user perceptions do or do not overlap. The timeliness of this issue could not be more striking than in the current internal and external debates surrounding the EU (e.g., the "No" votes on the common constitution). With this in mind, every possible way of interaction should be reconsidered, in order for citizens to get more involved and feel more connected. Next to mass media, the Internet plays an increasingly important role in people's lives. Even though the Internet may not currently be a dominant source of information about the RU relative to other mass media outlets, it continues to increase in importance as part of most people's everyday life, in particular for the younger generation who turn to it for information. The main focus of this book is on the integration of both the user and the communicator perspectives. By looking at user needs in comparison to the production processes that determine the information structure of a Web site, the usability of a Web site is defined. The user experience online in turn determines the users' perceptions of the institutions and their attitudes towards the European Union.

Ordinary citizens from very different social backgrounds and professions were asked a range of open-ended questions, allowing them to express themselves freely. There have been few qualitative surveys on ordinary citizens views of European integration, and none on this scale. The resulting picture is very different from the self-evident assumptions of many current studies on European opinions. The book stresses the great diversity, ambiguity, and complexity of European attitudes. It emphasises the causal impact of formal education, political interest and involvement, individual everyday exposures to ‘European’ realities, and the role of collective national experiences of European integration and national history. This book: is the first qualitative survey among ordinary from all social strata across Europe that explores perceptions and judgments on ‘Europe’ and the EU; explains the underlying logic of why Europe and European integration are such a far reality to most citizens; explores how most citizens are poorly - but unequally - informed about and interested in European subjects; investigates how citizens are able to express perceptions of ‘Europe’ by using a series of analogies and comparisons often linked to their daily experiences; identifies the complex range of issues that influence our perceptions, and the irresolute, fragmentary, mixed, and sometimes contradictory nature of these opinions.

Book excerpt: This open access book presents findings from 15 European countries participating in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). The study investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. It responds to new and persisting challenges in the area of civic and citizenship education. The main results presented in this book are based on data collected using a European student questionnaire and provide insights into lower-secondary students’ views on European identity (such as whether they identify as European, or have opportunities to learn about Europe in school), perceptions of freedom of movement and immigration (such as attitudes toward immigration, restriction of freedom of movement, and the freedom of European citizens to live and work across Europe), and perceptions of Europe and its future (such as views on European cooperation, expectations regarding Europe’s future, and attitudes toward the European Union). For the 12 countries that participated in the previous cycle (ICCS 2009), ICCS 2016 reveals changes in young people’s perceptions of immigration and European identity between 2009 and 2016. Test and questionnaire data from the international core study are used to review the extent to which region-specific perceptions are related to other factors, such as students’ level of civic knowledge and social or educational contexts.

Book excerpt: This book provides a broad overview of the main trends in mass attitudes towards domestic politics and European integration from the 1970s until today. Particularly in the last two decades, the "end of the permissive consensus" around European integration has forced analysts to place public opinion at the centre of their concerns. The book faces this challenge head on, and the overview it provides goes well beyond the most commonly used indicators. On the one hand, it shows how integration's deepening and enlargement involved polities and societies whose fundamental traits in terms of political culture - regime support, political engagement, ideological polarization - have remained anything but static or homogeneous. On the other hand, it addresses systematically what Scharpf (1999) has long identified as the main sources of the democratic deficits of the EU: the lack of a sense of collective identity, the lack of a Europe-wide structure for political accountability, and the lack of recognition of the EU as a legitimate political authority. In other words, it focuses on the fundamental dimensions of how Europeans relate to the EU: identity (the sense of an "European political community"; representation (the perception that European elites and institutions articulate citizens' interests and are responsive to them); and policy scope (the legitimacy awarded to the EU as a proper locus of policy-making). It does so by employing a cohesive theoretical framework derived from the entire IntUne project, survey and macro-social data encompassing all EU member countries, and state-of-the-art methods. The IntUne series is edited by Maurizio Cotta and Pierangelo Isernia In a moment in which the EU is facing an important number of social, economic, political and cultural challenges, and its legitimacy and democratic capacities are increasingly questioned, it seems particularly important to address the issue of if and how EU citizenship is taking shape. This series intends to address this complex issue. It reports the main results of a quadrennial Europe-wide research project, financed under the 6th Framework Programme of the EU. That programme has studied the changes in the scope, nature and characteristics of citizenship presently underway as a result of the process of deepening and enlargement of the European Union. The INTUNE Project - Integrated and United: A Quest for Citizenship in an Ever Closer Europe - is one of the most recent and ambitious research attempts to empirically study how citizenship is changing in Europe. The Project lasted four years (2005-2009) and it involved 30 of the most distinguished European universities and research centres, with more than 100 senior and junior scholars as well as several dozen graduate students working on it. It had as its main focus an examination of how integration and decentralization processes, at both the national and European level, are affecting three major dimensions of citizenship: identity, representation, and scope of governance. It looked, in particular, at the relationships between political, social and economic elites, the general public, policy experts and the media, whose interactions nurture the dynamics of collective political identity, political legitimacy, representation, and standards of performance. In order to address empirically these issues, the INTUNE Project carried out two waves of mass and political, social and economic elite surveys in 18 countries, in 2007 and 2009; in-depth interviews with experts in five policy areas; extensive media analysis in four countries; and a documentary analysis of attitudes toward European integration, identity and citizenship. The book series presents and discusses in a coherent way the results coming out of this extensive set of new data.

Book excerpt: Over the recent years, the European Parliament’s Eurobarometer survey has been regularly monitoring citizens’ perceptions on European Union action in a broad range of policy areas. The aim of this exercise is to shed light on whether citizens are aware that the EU has ‘delivered’ in the areas that matter most to them - and in which of these areas citizens would wish the European Union to intervene more or less in the future. Since the economic and financial crisis, European citizens have increasingly become aware that decisions taken by the European institutions would affect them immediately and touch their daily lives. Developments on both the international and European stage, e.g. the rise in power and influence of both China and Russia or the ongoing Brexit negotiations, lead citizens to understand and support the value of joint European action instead of individual national responses. In a series of questions asked throughout several survey waves since 2016, the European Parliament’s Eurobarometer traces the development of this public support for joint European action as well as the rising awareness of citizens that the European Union is indeed delivering for them in the areas that matter most to them. The first set of questions deals with citizens’ perception of current EU action in an array of fifteen policy areas and with their expectations for future EU intervention regarding the same list of topics. Independently of how knowledgeable European respondents are about the activities and powers of the EU, this survey measures to which degree Europeans would experience EU action in any given field as excessive, insufficient or adequate. Going a step further, respondents express themselves as to whether the EU should intervene more, less or to the same level than today. Results show in almost all EU Member States an increased awareness of citizens about policy and action delivered by the EU in many fields. More and more respondents see the EU acting adequately in a range of priority policies, such as the fight against terrorism or the protection of external borders. At the same time, these in part highly significant developments decrease the large proportion of those who consider that the EU is not doing enough. This is the case when it comes to migration issues, the fight against unemployment or tax fraud. The ‘look back’ in evaluating and appreciating EU action in the tested domains is therefore important to note for two reasons: Whereas a majority still considers that the EU is not doing enough, a significantly growing share of citizens perceives that it is doing about right. And while there are several policy areas where a majority of respondents already today finds that EU action is adequate (e.g. equal treatment between men and women, energy supply and energy security, industrial or foreign policy), a clear majority of citizens keep on calling for more Europe in the future in nearly all policy areas tested. This survey is not a policy evaluation tool as such. It means to deliver a reliable picture of public opinion in all EU Member States when it comes to assessing whether and where citizens actually feel that the EU has delivered for them. Observing the national context is key for a correct reading of the results, as European averaged results would hide the manifold nuances in national situations - and also because, as is the case for all Eurobarometer surveys of this kind, the six most populated EU countries statistically account for more than 70% of the EU28 average weight. For this reason, the structure of this study puts a high emphasis on describing the national evolutions from 2016 to 2018, breaking down the results country by country. The first part of this study therefore gives only a brief overview on the general EU situation, aiming to group countries with similar results or interests. In addition, this section discusses how citizens want new European initiatives and policies to be developed: Results show that citizens are equally balanced between those who would prefer some Member States to move forward without waiting for the others to be ready and those who want to wait for all to be ready and to launch new policy developments together

Overall, the book concludes that the Chinese public opinion supports a strong bilateral relation.
