Aid agencies have invested heavily in supporting civil society organizations as change agents in fledgling and established democracies alike. Evidence gathered by donors, NGOs and academics demonstrates how advocacy and campaigning can reconfigure power relations and transform governance structures at the local and global levels. In the rush to go global or stay local, however, the national policy sphere was recently neglected. Today, there is growing recognition of the key role of champions of change inside national governments, and the potential of their engagement with citizen activists outside. These advances demand a better understanding of how national and local actors can combine approaches to simultaneously work the levers of change, and how their successes relate to actors and institutions at the international level. This book brings together eight studies of successful cases of citizen activism for national policy changes in South Africa, Morocco, Brazil, Chile, Mexico, Turkey, India and the Philippines. They detail the dynamics and strategies that have led to the introduction, change or effective implementation of policies responding to a range of rights deficits. Drawing on influential social science theory about how political and social change occurs, the book brings new empirical insights to bear on it, both challenging and enriching current understandings.

The team included Donald Appleyard, Marc Draisen, David Godschalk, Chester Hartman, Janice Perlman, Hans Spiegel, John Zeisel, and ourselves. This book is a product of our joint efforts. Our studies are aimed at summarizing and sharing what can be learned from recent European efforts to enhance the effectiveness of local government through increased public involvement in the organization and management of public services and urban redevelopment. Almost a year was spent assembling the team, developing a shared framework for analysis and identifying appropriate case study cities. European and American public officials and citizen activists helped us assess the potential impact of such a study on current practice. A second year was spent visiting the European cities and preparing the case-study drafts. Finally, team members gathered in Washington, D. C. , with fifty American and European public officials, citizen activists, and scholars. A two-day symposium provided an exciting opportunity to present preliminary research findings and encourage an exchange of ideas between researchers, activists, and policymakers. The final versions of the case studies that appear in this book, along with several commentaries by symposium participants, are written especially for city officials and citizen activists. We have tried to translate the results of our scholarly inquiry into pragmatic suggestions for officials and activists.

Cities have limited tools to address these problems, and many must rely on the private market to support the public good. It wasn’t always this way. For almost three decades after World War II, even as national policies promoted suburban sprawl, the federal government underwrote renewal efforts for cities that had suffered during the Great Depression and the war and were now bleeding residents into the suburbs. In Saving America’s Cities, the prizewinning historian Lizabeth Cohen follows the career of Edward J. Logue, whose shifting approach to the urban crisis tracked the changing balance between government-funded public programs and private interests that would culminate in the neoliberal rush to privatize efforts to solve entrenched social problems. A Yale-trained lawyer, rival of Robert Moses, and sometime critic of Jane Jacobs, Logue saw renewing cities as an extension of the liberal New Deal. He worked to revive a declining New Haven, became the architect of the “New Boston” of the 1960s, and, later, led New York State’s Urban Development Corporation, which built entire new towns, including Roosevelt Island in New York City. Logue’s era of urban renewal has a complicated legacy: Neighborhoods were demolished and residents dislocated, but there were also genuine successes and progressive goals. Saving America’s Cities is a dramatic story of heartbreak and destruction but also of human idealism and resourcefulness, opening up possibilities for our own time.

He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.
