Book excerpt: Cities are considered “engines of economic growth,” yet many cities in the global South struggle to increase productivity and provide significant economic opportunities for their growing populations. There is a need to deepen the knowledge on the links between public goods and services and equitable economic growth and how to support such processes, in policy and strategic terms, locally and globally. Against this background, this publication developed in the collaboration between Cities Alliance’s Equitable Economic Growth Cities Campaign initiative and three international research networks N-AERUS, AURI, REDEUS_LAC. The research explores how the interface between urban research and policymaking can be redefined to ensure that public goods and services foster equitable growth. It reveals a richness of practices that provide a broad and lasting positive impact in terms of equitable economic growth in urban development. One of them shows that collaborative efforts between academia, policy makers, communities, and practitioners can play a crucial role in enriching these debates and processes. Book excerpt: This paper reviews the evidence about the effects of urbanization and cities on productivity and economic growth in developing countries using a consistent theoretical framework. Just like in developed economies, there is strong evidence that cities in developing countries bolster productive efficiency. Regarding whether cities promote self-sustained growth, the evidence is suggestive but ultimately inconclusive. These findings imply that the traditional agenda of aiming to raise within-city efficiency should be continued. Furthermore, reducing the obstacles to the reallocation of factors across cities is also desirable.

Her pioneering analysis with Indian data strongly indicates that the positive correlation between productivity and city sizes holds for India as well as for developed countries. In a well-knit framework, Dr Shukla addresses the problem of city size and the implications for industrial dispersal policies and the phenomenon of rural-urban migrations. She goes on to discuss the spatial dimension of rural non-farm employment, infrastructure investment and the government's role in these. It is her concern with policy issues which takes her to the subject of infrastructure investment, especially its spatial dimension. Dr Shukla demonstrates that better water supply, asphalt roads and increased drainage capacity can have a great impact on productivity. Her essays underline the fact that economic infrastructure is not enough. Social infrastructure, such as investment in health and education, not only creates a healthier, enlightened population but can result in higher industrial productivity.

By 2050, nearly three-quarters of the country’s population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country’s GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans. Cities are the engines of today’s demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process. The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all.
