Book excerpt: The term 'circular migration' has become a buzzword among European and international policy and academic circles in recent years. Many national and EU policy makers have heralded the idea of 'circular' migration with great enthusiasm as the solution to many of 'our' migration 'problems', supposedly addressing at once labour market shortages (by providing quickly and flexibly labour force on demand) and the migrant integration challenges (since circular migrants are not there to stay and hence will create very limited if any integration challenges). This book studies the realities of circular migration on the ground by empirical analysis of seven pairs of countries: Greece-Albania, Italy-Albania; Italy-Morocco, Spain-Morocco; and Poland-Ukraine, Hungary-Ukraine, Italy-Ukraine. The book provides for a comparative and in depth analysis of circular migration between EU member states and countries in the EU's neighbourhood. It discusses critically the idea that circular migration is a triple-win situation (for migrants, states of origin, and destination countries) and looks at how relevant policies, migration statuses, labour markets, and other factors influence migrants' circulation. It poses and responds to the question whether circularity is a choice that brings higher economic and social or cultural gains than classical migration, or a necessity, a creative but not desirable strategy that migrants adopt in the absence of other options.

Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration. Book excerpt: During economic crises, governments establish policies that facilitate the creation of jobs, goods and services that make their economies more resilient. Often this requires innovative social programs that match global migratory trends to local labor demand. The implementation of such programs requires a significant degree of innovation that requires models that can capture the complexity involved. To explore this phenomenon, we provide a multi-disciplinary view of innovative social programs that shed light on the dynamic characteristics of the political, social, technological and economic aspects of circular migration. Our focus is a case study of the European Union-funded circular migration program to support the strawberry harvest in the province of Huelva in Spain. Covering the time period of 2002-2011, this thesis provides a system dynamics model to represent the key elements that led to the success of circular migration from the standpoint of economic and labor supply management. The model helps explain the essential factors that make the program robust not only under recent economic crisis conditions but also under policy constraints. Based on a qualitative analytical approach, the model demonstrates how adaptive policies can enable macroeconomic equilibrium in environments where circular migration can be implemented. We also show that circular migration is not an impediment to economic recovery; in fact, it helps stabilize the labor supply in times of high uncertainty.

The ENP is now little more than an elegantly crafted fig leaf that purports to take a soft power approach to the EU’s outer periphery, argues the author, but in effect it inclines more towards Realpolitik. By prioritising security interests over liberal values in increasingly transactional partnerships, the EU is atomising relations with its neighbouring countries. And without the political will and a strategic vision to guide relations with the neighbours of the EU’s neighbours, the ENP remains in suspended animation.

This book synthesizes the theories of social boundaries and of intersectionality, approaching cross-border relations as socially generated and as an inherent element of contemporary social inequalities.
