Educational policies in a comparative perspective have also been a major part of his lecturing and research. He is President of NOCIES (Nordic Comparative and International Education Society). He is also member of the CESE Executive Committee. Christina Gustafsson is Professor of Education at Uppsala University and Director of Research in Educational Science at the University of Gävle. She started as a classroom researcher, and spent some years working on evaluation as a research practice. For the past fi fteen years, she has been oriented towards higher education research, especially research related to teacher training and newly qualifi ed teachers. Ulla Riis is Professor of Education at Uppsala University and Director of the programme Studies in Higher Education (SHE) at the Department of Education. She also has publications in Science Education and Computer Education in school as curriculum issues. Her latest report deals with the outcomes of a reform of the promotion system for Swedish university professors.

We want to demonstrate that claims of advantages in ‘efficiency’ brought about by privatisation in education are not always supported empirically as proposed by proponents. The book examines the overall interplay between privatisation, decentralisation and the role of the state. The authors draw upon recent studies in the areas of decentralisation, privatisation and the role of the state in education. By referring to Bourdieu’s call for critical policy analysts to engage in a ‘critical sociology’ of their own contexts of practice, and poststructuralist and postmodernist pedagogy, this collection of book chapters demonstrate how central discourses surrounding the debate of privatisation, decentralisation and the role of the state are formed in the contexts of dominant ideology, power, and culturally and historically derived perceptions and practices. The authors discuss the newly constructed and re-invented imperatives of privatisation, decentralisation and marketisation and show how they may well be operating as an educational model of a new global ‘master narrative’— playing a hegemonic role within the framework of economic, political and cultural hybrids of globalization.

Populations across the globe have come to depend on success at school for establishing careers and gaining access to post-school qualifications. Yet large numbers of young people are excluded from the advantages that successful completion of school brings and as a result are subjected to consequences such as higher likelihood of unemployment, lower earnings, greater dependence on welfare and poorer physical health and well-being. Over recent decades, most western nations have stepped up their efforts to reduce drop out and raise school completion rates while maintaining high standards. How school systems have approached this, and how successful they are, varies. This book compares the various approaches by evaluating their impact on rates of dropout and completion. Case studies of national systems are used to highlight the different approaches including institutional arrangements and the various alternative secondary school programs and their outcomes. The evaluation is based on several key questions: What are the main approaches? How do they work? For whom do they work? And, how successful are they in promoting high rates of completion and equivalent outcomes for all? This book examines the nature of the dropout problem in advanced industrialized countries with the goal of developing a broader, international understanding that can feed into public policy to help improve completion rates worldwide.

Book excerpt: The process of demographic transition through which Argentina is passing is a window of both opportunities and challenges in economic and social terms. Argentina is still a young country in which the working-age population represents the largest proportion of its total population. Currently, the country just began a 30-year period with the most advantageous age structure of its population, which could favor greater economic growth. This situation, known as the 'demographic window of opportunity,' will last until the beginning of the 2040s. The dynamics of the fertility and mortality rates signify a gradual ageing of the population, with implications for various dimensions of the economy, the social protection system, public policies, and society in general. This book studies the opportunities and challenges that the demographic transition poses for the Argentine economy, its most important social sectors like the healthcare, education, and social protection systems, and the potential fiscal trade-offs that must be dealt with. The study shows that even though Argentina is moving through its demographic transition, it just recently began to enjoy the window of opportunity and this constitutes a great opportunity to achieve an accumulation of capital and future economic growth. Once the window of opportunity has passed, population ageing will have a significant impact on the level of expenditure, especially spending in the social protection system. This signifies a challenge from a fiscal policy point of view, because if long-term reforms are not undertaken to mediate these effects, the demographic transition will put pressure on the reallocation of fiscal resources among social sectors. Finally, population ageing poses concerns related to sustaining the rate of economic growth with a smaller working-age population. Taking advantage of the current window of opportunities, increasing savings that will finance the accumulation of capital, and increasing future labor force productivity in this way is a challenge for the Argentine economy.

Set within the context of existing literature and political changes over the course of the decade, this volume provides a rigorous statistical analysis of indigenous populations in Bolivia, Ecuador, Guatemala, Mexico and Peru, examining their poverty rates, education levels, income determinants, labour force participation and other social indicators. The results show that while improvements have been achieved in some social indicators, little progress has been made with respect to poverty.
