Yet, there is reason to be optimistic: forest expansion and restoration are gaining ground, the rate of deforestation is slowing, and awareness of the importance of forests is spreading among governments, corporations and the global public In 2015, key developments such as the Sustainable Development Goals (SDGs) and the Paris Climate Agreement formed the basis of a new global development framework, at the forefront of which is forestry and landscapes. CIFOR’s 2016-2025 strategy builds explicitly on this new framework, defining the ways in which our forestry research, capacity development and engagement will support and inform the emerging development agenda.

The capacity needs assessment focused on four key areas for analysis: partnerships, networking, resource mobilization and human resource capacities. The analysis and recommendations contained within this document result from data collated from more than 70 interviews conducted with flagship and cluster leaders and key actors within the FTA II management teams and partner organizations.

The strategic directions, objectives and solutions within it differ from time to time, depending on the political goals and perspectives of the moment, as well as the role that the forestry sector plays in Vietnam’s overall socio-economic development. Regardless of such changes, inheriting lessons learned, developing the next strategy off the back of the experience gained from solving previous challenges, and taking advantage of opportunities, are always the top priorities of the Government of Vietnam. This report is the result of a collaboration between the Center for International Forestry Research (CIFOR) and the Vietnam Administration of Forestry (VNFOREST); it is intended to provide VNFOREST with input as they develop the new strategy. Based on secondary document research and stakeholder interviews, the report reviews achievements and challenges in the implementation of VFDS 2006–2020, as well as provides recommendations for policy makers to consider in the process of developing the new strategy. Research results show that, by 2020, Vietnam had exceeded a number of the goals set out in VFDS 2006–2020, including: (i) accelerating the growth of production value in the sector; (ii) increasing the export value of wood and forest products; (iii) increasing domestic wood production; and (iv) planting protection forest (PTF) and special-use forests (SUF). However, the forestry sector still faces many challenges when it comes to other key performance indicators, such as: (i) increasing the area of production forests (PDF) with certification of sustainable forest management (SFM); (ii) increasing large-diameter timber production; (iii) increasing revenue for forest environmental services (FES); (iv) securing forest and forest land for the purposes of allocation and leases; (v) reducing the number of poor households in forestry areas; and (vi) increasing the rate at which forestry workers are trained. Although some anticipated targets were not achieved, others were exceeded, for example: forest cover; reforestation after logging; reduction of forest protection violations; and scattered tree planting. That these goals were achieved or exceeded is the result of strong political commitment, policies trend-matching the market, improvements in central and local management capacity, the active support of international donors, and the involvement of civil society and the private sector. That some targets were not achieved is due to the challenges of implementing policy effectively, efficiently and equitably at grassroots level, lack of resources and funding, and some ambitious goals and targets not being realistic in the current economic, political and market contexts. Addressing these challenges requires a new approach and more effective economic, social and technical solutions. Development of VFDS 2021–2030 and the 2050 vision needs to consider the implementation achievements and challenges of the previous policy, as well as how to align with global trends, and balance these with the current political, economic and social development context in Vietnam. The direction of the new strategy must also be considered in the context of international requirements, to facilitate the mobilization of domestic and foreign financial resources to help modernize the industry, as well as enhance the forestry sector’s role and value in terms of poverty reduction, sustainable economic development and ensuring sustainable forest ecosystems.

Book excerpt: Poverty, food insecurity, biodiversity and habitat loss are persistent global challenges that are further exacerbated by the impacts of climate change. These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. We then provide profiles of the sites in each of the three countries and describe the historical context, current status and potential for more integrated landscape governance. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

How can this palm be viewed as a miracle plant by both the agro-food industry in the North and farmers in the tropical zone, but a serious ecological threat by non-governmental organizations (NGOs) campaigning for the environment or rights of local indigenous peoples? In the present book the authors – a biologist and an agricultural economist- describe a global and complex tropical sector, for which the interests of the many different stakeholders are often antagonistic. Oil palm has become emblematic of recent changes in North-South relationship in agricultural development. Indeed, palm oil is produced and consumed in the South; its trade is driven by emerging countries, although the major part of its transformations is made in the North that still hosts the largest multinational agro industries. It is also in the North that the sector is challenged on ethical and environmental issues. Public controversy over palm oil is often opinionated and it is fed by definitive and sometimes exaggerated statements. Researchers are conveying a more nuanced speech, which is supported by scientific data and a shared field experience. Their work helps in building a more balanced view, moving attention to the South, the region of exclusive production and major consumption of palm oil.

Available in PDF, EPUB and Kindle. Book excerpt: DRC has committed to reduce its emissions effectively, efficiently, and equitably from deforestation and degradation (REDD+). The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

In 2014, 17.5 million people were displaced by climate-related disasters, ten times more than the 1.7 million displaced by geophysical hazards. What is causing the increase in natural disasters and what effect does it have on the economy? Climate Change and Natural Disasters sends three messages: human-made factors exert a growing influence on climate-related disasters; because of the link to anthropogenic factors, there is a pressing need for climate mitigation; and prevention, including climate adaptation, ought not to be viewed as a cost to economic growth but as an investment. Ultimately, attention to climate-related disasters, arguably the most tangible manifestation of global warming, may help mobilize broader climate action. It can also be instrumental in transitioning to a path of low-carbon, green growth, improving disaster resilience, improving natural resource use, and caring for the urban environment. Vinod Thomas proposes that economic growth will become sustainable only if governments, political actors, and local communities combine natural disaster prevention and controlling climate change into national growth strategies. When considering all types of capital, particularly human capital, climate action can drive economic growth, rather than hinder it.
