Book excerpt: The emphasis on the realm of Science, Technology and Society or Science and Technology Studies may have the same degree of relevance that the “historical turn” had in the past. It is a “social turn” which affects philosophy of science as well as philosophy of technology. It includes a new vision of the aims, processes and results of scientific activities and technological doings, because the focus of attention is on several aspects of science and technology which used to be considered as secondary, or even irrelevant. This turn highlights science and technology as social undertakings rather than intellectual contents. According to this new vision, there are several important changes as to what should be studied the objects of research, how it should be studied the method and what the consequences for those studies are. The new focus of attention can be seen in many changes, and among them are several of special interest: a) from what science and technology are in themselves (mainly, epistemic contents) to how science and technology are made (largely, social constructions); b) from the language and structure of basic science to the characteristics of applied science and the applications of science; c) from technology as a feature through which human beings control their natural surroundings (a step beyond “technics” due to the contribution of science) to technology as a social practice and an instrument of power; and d) from the role of internal values necessary for “mature science” and “innovative technology” to the role of contextual or external values (cultural, political, economic ...) of science and technology. Wenceslao J. Gonzalez is professor of logic and philosophy of science at the University of A Coruña (Spain). He has been vicedean of the School of Humanities and president of the Committee of Doctoral Programs at the University. He has been a visting researcher at the Universities of St. Andrews, Münster and London (London School of Economics), as well as Visiting fellow at the Center for Philosophy of Science, University of Pittsburgh. He has given lectures at the Universities of Pittsburgh, Stanford, Quebec and Helsinki. The conferences in which he has participated include those organized by the Universities of Uppsala, New South Wales, Bologne and Canterbury (New Zealand). He has edited 20 volumes and published 70 papers. He is the editor of the monographic issues on Philosophy and Methodology of Economics (1998) and Lakatos’s Philosophy Today (2001). His writings include “Economic Prediction and Human Activity. An Analysis of Prediction in Economics from Action Theory” (1994), “On the Theoretical Basis of Prediction in Economics” (1996), “Rationality in Economics and Scientific Predictions: A Critical Reconstruction of Bounded Rationality and its Role in Economic Predictions” (1997), “Lakatos’s Approach on Prediction and Novel Facts” (2001), “Rationality in Experimental Economics: An Analysis of R. Spanish and Portuguese conquerors and colonists introduced European scientific practices to the continent, where they hybridized with local traditions to form the beginnings of a truly Latin American science. As countries achieved their independence in the nineteenth century, they turned to science as a vehicle for modernizing education and forwarding "progress." In the twentieth century, science and technology became as omnipresent in Latin America as in the United States and Europe. Yet despite a history that stretches across five centuries, science in Latin America has traditionally been viewed as derivative of and peripheral to Euro-American science. To correct that mistaken view, this book provides the first comprehensive overview of the history of science in Latin America from the sixteenth century to the present. Eleven leading Latin American historians assess the part that science played in Latin American society during the colonial, independence, national, and modern eras, investigating science's role in such areas as natural history, medicine and public health, the eighteenth-century Enlightenment, politics and nation-building, educational reform, and contemporary academic research. It builds on a highly novel integration of elements from relational ontologies, critical theory, political ecology, and intercultural philosophy in support of emancipatory perspectives on sustainability and development. The book begins by uncovering the weaknesses of mainstream sustainability science and debates on sustainable development. The new field of Critical Sustainability Sciences has grown out of a deep engagement with relational ontologies, which helps to overcome the dualist ontology underlying mainstream notions of sustainability and development. Dualist ontologies reinforce problematic anthropocentric divisions, for example, between humans and nature, subjects and objects, mind and matter, body and soul, etc. Examples from indigenous peoples in Bolivia, India, and Ghana – as well as integrative movements in Chile, Brazil, and Europe – show that relational conceptions of life, rooted in ecosophy and cosmosophy, can provide an intercultural philosophical foundation for Critical Sustainability Sciences. The book concludes by describing three key topics for exploration in Critical Sustainability Sciences: societal reorganization in view of emancipatory, existential, and cognitive self-determination; living labor and commons; and the development of new comprehensive relational scientific paradigms. In 1876, one out of every nineteen people died prematurely in Mexico City, a staggeringly high rate when compared to other major Western world capitals at the time, which saw more modest premature death rates of one out of fifty-two (London), one out of forty-four (Paris), and one out of thirty-five (Madrid). It is not an exaggeration to maintain that each day dozens of bodies could be found scattered throughout the streets of Mexico City, making the capital city one of the most unsanitary places in the Western Hemisphere. In light of such startling scenes, in Death Is All around Us Jonathan M. Weber examines how Mexican state officials, including President Porfirio Díaz, tried to resolve the public health dilemmas facing the city. By reducing the high mortality rate, state officials believed that Mexico City would be seen as a more modern and viable capital in North America. To this end the government used new forms of technology and scientific knowledge to deal with the thousands of unidentified and unburied corpses found in hospital morgues and cemeteries and on the streets. Tackling the central question of how the government used the latest technological and scientific advancements to persuade citizens and foreigners alike that the capital city--and thus Mexico as a whole--was capable of resolving the hygienic issues plaguing the city, Weber explores how the state's attempts to exert control over procedures of death and burial became a powerful weapon for controlling the behavior of its citizens.

Similarly, economic and business historians have tended to view international technology transfer as a way for economically ‘backward’ countries to acquire new technologies in order to catch up with more developed economies. This volume provides a more in-depth understanding of how the international transfer of technologies is organized and, in particular, challenges the core-periphery model that is still dominant in the extant literature. By looking beyond national systems of innovation, and statistics on foreign trade, patent registration and foreign direct investment, the book sheds more light on the variety of actors involved in the transfer process (including engineers, entrepreneurs, governments, public bodies, firms, etc.) and on how they make use of a broad set of national and international institutions facilitating technology transfer. Put differently, the volume offers a better understanding of the complexity of global technology flows by examining the role and actions of the different actors involved. By bringing together a number of original case studies covering many different countries over the period from the late 19th to the 21st century, the book demonstrates how technology is being transferred through complex processes, involving a variety of actors from several countries using the national and international institutional frameworks.
