The popularity of YouTube and similar websites such as Tudou and Youku provides strong evidence for the increasing role of video in society. One of the main challenges confronting us in the era of information technology is to - fectively rely on the huge and rapidly growing video data accumulating in large multimedia archives. Innovative video processing and analysis techniques will play an increasingly important role in resolving the difficult task of video search and retrieval. A wide range of video-based applications have benefited from - vances in video search and mining including multimedia information mana- ment, human-computer interaction, security and surveillance, copyright prot- tion, and personal entertainment, to name a few. This book provides an overview of emerging new approaches to video search and mining based on promising methods being developed in the computer vision and image analysis community. Video search and mining is a rapidly evolving discipline whose aim is to capture interesting patterns in video data. It has become one of the core areas in the data mining research community. In comparison to other types of data mining (e. g. text), video mining is still in its infancy. Many challenging research problems are facing video mining researchers.

ISVC o?ers a common umbrella for the four main areas of visual computing including vision, graphics, visualization, and virtual reality. Its goal is to provide a forum for researchers, scientists, engineers and practitioners throughout the world to present their latest research ?ndings, ideas, developments and applications in the broader area of visual computing. This year,ISVC grew signi?cantly; the programconsisted of 15 oralsessions, 1 poster session, 8 special tracks, and 6 keynote presentations. The response to the call for papers was very strong; we received over 340 submissions for the main symposium from which we accepted 102 papers for oral presentation and 70 papers for poster presentation. Special track papers were solicited separately through the Organizing and Program Committees of each track. A total of 56 papers were accepted for oral presentation and 8 papers for poster presentation in the special tracks. All papers were reviewed with an emphasis on potential to contribute to the state of the art in the ?eld. Selection criteria included accuracy and originality of ideas, clarity and signi?cance of results, and presentation quality. The review process was quite rigorous, involving two to three independent blind reviews followed by several days of discussion. During the discussion period we tried to correct anomalies and errors that might have existed in the initial reviews.

Analyzing data drawn from the history of the FCC's regulatory decisions, as well as from interviews with numerous government and industry officials, Professor Levin shows how the present form of restrictive governmental regulation almost always results in higher profits and rents for TV stations, with no concomitant increase in programming diversity. In addition, Professor Levin investigates various other aspects of the media market, from the particular kinds of crucial decisions that are made when, for example, a newspaper owns a TV station, to the kinds of problems that arise when commercial rents are taxed to fund public TV; from the brand of programming we are offered when a monopoly controls a given TV market to the nature of programming in a situation of steady and fair competition. Following a comprehensive assessment, the author makes a compelling case for diversification of station ownership, in order to be "safe rather than sorry." He also argues for the entry of new stations, more extensive support of public TV, and some form of quantitative program requirements—all of which will help bring about greater program diversity. This scenario dramatically brings home to the viewer what historians have long debated and hundreds of other films and books suggest: the turn-of-the-century West was a violent time and place. Ranchers, miners, deputy sheriffs, teenagers and old men, occasionally even housewives and mothers found themselves at the business end of a shotgun or a .38 revolver. Yet, since western historians tend to portray violence as essentially episodic--frontier gunfights, range wars, vigilante movements, and the like--solid data has been hard to come by.
