Psychology’s tradition of science and eminently urban profession has produced a void of reflections and approaches on important actors of the societies that constitute their existence in rural contexts and in relation – whether of integration, conflicts and contradictions – with urban agents. But a new generation of psychologists are turning their attention to rural contexts, especially in Latin America. This volume aims to present a selection of these psychological studies and interventions developed in rural contexts from a psychosocial and interdisciplinary perspective, developed together with various social actors who live and work in rural spaces, that have an important relationship with land and nature both in terms of the elaboration of their history, the production of their subjectivities and identity ties with the territory, and the engagement in struggles for the right to land and for public policies that guarantee access to education and health services, technical assistance and infrastructure for its working activities. The book is divided in five parts, each one dedicated to a dimension of psychosocial studies and interventions in rural contexts: theoretical approaches; mental health and rural populations; social movements, communities and resistance practices; gender relations and subjectivation processes; and environment and sustainability. Book excerpt: Despite an unprecedented presence of digital technologies in the everyday, a clear urban/non-urban divide in accessing and effectively using the internet remains. This divide is identifiable not only in the Global South—perceived as peripheral—but also in the Global North—regarded as advanced and the motor of technological development. Such a phenomenon suggests the emergence and endurance of socio-technological peripheries, places where socio-spatial inequalities are reinforced by unjust access to the internet. To understand how such peripherality is manifested and challenged in rurban settings—where the rural and the urban mingle and clash—the first part of this book draws from dependency theory and the decolonial thinking to discuss the impacts of uneven production, access, and use of digital technology. The second part draws on Actor-Network Theory as a methodological frame to understand the recursive entwinement of the everyday and the use of the internet in three villages: two in Brazil and one in the UK. By bringing to the fore challenges that cross North-South divides, Digital Peripheries proposes an open theory of the connected rurban as a framework that addresses and accommodates the specificities of these communities in the twenty-first century.

Book excerpt: By the end of the fifteenth century most European counties had witnessed a profound reformation of their poor relief and health care policies. As this book demonstrates, Portugal was among them and actively participated in such reforms. Providing the first English language monograph on this this topic, Laurinda Abreu examines the Portuguese experience and places it within the broader European context. She shows that, in line with much that was happening throughout the rest of Europe, Portugal had not only set up a systematic reform of the hospitals but had also developed new formal arrangements for charitable and welfare provision that responded to the changing socioeconomic framework, the nature of poverty and the concerns of political powers. The defining element of the Portuguese experience was the dominant role played by a new lay confraternity, the confraternity of the Misericórdia, created under the auspices of King D. Manuel I in 1498. By the time of the king's death in 1521 there were more than 70 Misericórdias in Portugal and its empire, and by 1640, more than 300. All of them were run according to a unified set of rules and principles with identical social objectives. Based upon a wealth of primary source documentations, this book reveals how the sixteenth-century Portuguese crown succeeded in implementing a national poor relief and health care structure, with the support of the Papacy and local elites, and funded principally though pious donations. This process strengthened the authority of the royal government at a time which coincided with the emergence of the early modern state. In so doing, the book establishes poor relief and public health alongside military, diplomatic and administrative authorities, as the pillars of centralization of royal power.

Unlike the other ‘great dictators’ of the twentieth century, Salazar, an academic, immersed himself in the minutiae of government and administration, maintaining a prodigious work rate until illness forced his retirement. He successfully managed his country’s finances despite the impact of the Great Depression, imposing a harsh policy of austerity. He then preserved Portugal’s neutrality during the Second World War, ultimately favouring Great Britain and the United States. But Salazar was at heart an extremely conservative, even reactionary statesman. He relied on secrecy and a police state to maintain the order which, he believed, was necessary to control progress. Rejecting the anti-colonialist movements in Asia and Africa, he plunged Portugal into a series of wars in Africa it could ill afford. Fully revised and updated throughout, this remains the authoritative biography of a key Portuguese political leader who was a significant presence in twentieth-century politics. This book will be of interest to historians of the far right, international diplomacy and Portugal.

Considered the second most important figure of the Portuguese dictatorship (the Estado Novo regime, 1933-1974), Caetano has generated considerable disagreement amongst scholars with regard to his persona and politics; some consider him more authoritarian than his predecessor, others more liberal. After providing background on his childhood and entry to university, the author explains his growing activism in the Integralismo Lusitano and in the Catholic Church; his monarchist and nationalist ideology. Caetano's decision to support the Salazar Regime coincided with publications in the mainstream media on corporatism, colonialism, European politics and the relationship between Brazil and Portugal. His role in the office of General Secretary of Mocidade Portuguesa (MP), an organization of Portuguese youth similar to the fascist youth organizations in Italy or Germany, was at odds with his neutrality policy in the Second World War. The leadership of Uniao Nacional (the single party of the regime) and the presidency of the Camara Corportiva (a parliament for corporative interests) led to national recognition at a time when the Portuguese regime had to reform its colonial policy. His tensions with other notables of Salazarism resulted in his political demotion and devotion toward the University in the 1960s. As Rector of Lisbon University he supported universities' autonomy, dividing public opinion. Caetano's Presidency (beginning in September 1968) reflected the tense relationship between the government and the liberal wing on the colonial crisis. Ultimately this led to the final crisis of the New State regime; the fragmentation of the armed forces; and the Carnation Revolution on April 25, 1974. During his exile in Brazil between 1974 and 1980 Caetano maintained correspondence with his Portuguese friends. These correspondences, introduced and explained by Francisco Martinho, are of exceptional importance in understanding Portugal's contemporary political history.

Looking at the event through the eyes of the inhabitants, Levine challenges traditional interpretations and gives weight to the fact that most of the Canudenses were of mixed-raced descent and were thus perceived as opponents to progress and civilization. In 1897 Brazilian military forces destroyed the millenarian settlement of Canudos, murdering as many as 35,000 pious rural folk who had taken refuge in the remote northeast backlands of Brazil. Fictionalized in Mario Vargas Llosa's acclaimed novel, War at the End of the World, Canudos is a pivotal episode in Brazilian social history. When looked at through the eyes of the inhabitants of Canudos, however, this historical incident lends itself to a bold new interpretation which challenges the traditional polemics on the subject. While the Canudos movement has been consistently viewed either as a rebellion of crazed fanatics or as a model of proletarian resistance to oppression, Levine deftly demonstrates that it was, in fact, neither. Vale of Tears probes the reasons for the Brazilian ambivalence toward its social history, giving much weight to the fact that most of the Canudenses were of mixed-race descent. They were perceived as opponents to progress and civilization and, by inference, to Brazil's attempts to "whiten" itself. As a result there are major insights to be found here into Brazilians' self-image over the past century.
