Book excerpt: By studying six different aspects of culture in Canton in the period between the two World Wars, this book helps broaden our limited knowledge of the social and cultural lives of the common people in this largest city of South China. The author examines how the Cantonese in this period indulged in their imagined cultural superiority as "modern" citizens, ushering in a cult of the modern city. During this period, Cantonese opera was also emerging and evolving into a widely accepted form of commercialised mass entertainment. The process of social and cultural change and its impact on the development of this city and its people are revealed throughout the book. This book also aims to redress some major misconceptions of the socio-cultural realities as seen in official rhetoric or academic discourse on the matters of patriotism and anti-foreignism, gambling, prostitution, and opium consumption. Contemporary non-official and folk materials reveal that the common people were much more pro-Western than xenophobic in attitude, and the alleged social and political "calamities" of gambling, opium consumption and prostitution were more rhetorical than real. Understanding Canton provides us with, not only a fuller and more comprehensive picture of city life and popular mentalities, but also an important clue to understand how and why the social history of this city was distorted and constructed in ways that suited the political ideology and nation-building agenda of the ruling regimes.

After describing the emergence of militarist regimes after the death of Yuan Shih-k'ai in 1916, the author analyzes their membership, goals, capabilities, and sources of cohesion, in the process presenting new information on their organization, methods of recruitment, quality of training, types of weapons, tactical and strategic concepts, and means of financing. On the strength of this information, he offers a convincing explanation I balance-of-power terms for the baffling advances, retreats, clashes, and changes of allegiance that have puzzled students of the era. His analysis makes clear how the leading warlords viewed the state, themselves, and each other. A concluding chapter presents an explanation based on systems theory for the Kuomintang's triumph over the warlords who had sought to confine its domain to Kwangtung. Included as appendixes are a chronology of events and lists of national leaders and provincial military authorities from 1916 to 1928.

Book excerpt: The political system established by the Chinese Communist Party in 1949 had its origins, in many respects, in the Chinese Soviet Republic of 1931–1934, based in southern Kiangsi province about 400 miles southwest of Shanghai. The Kiangsi period was important because it gave the Chinese Communists their first opportunity to govern an extensive area and a large population, and in so doing to develop methods of mass mobilization as well as new techniques for conducting party and government affairs. Kim explores the evolution of the Chinese Communist movement during the Kiangsi soviet period, especially its organizational concepts, behavioral patterns, and development techniques of "mass line" politics. He seeks answers to several questions: What notions of organization shaped the Kiangsi political system? Who formulated the policies? How were they implemented at the rice-roots level of government? By analyzing Mao Tse-tung's writings on organization and comparing them with those of other Chinese Communist theoreticians, he achieves fresh insights into Mao's approach to administration and bureaucratic organization. The distinct contribution of this book lies in its focus on such issues as how the Chinese Communist leaders viewed organizational problems within their movement, especially following the failure of the 1947 revolution; how they responded to these problems; and how they maintained a balance of power among the party, the government, and the Red Army while administering the expanding territorial base and managing complex organizations. It examines the institutional and historical settings within which the taotai operated and traces the development of the Shanghai taotai office from 1730 through the nineteenth century. The focus of investigation is in examining the adjustment of functions and responsibilities of the taotai and his changing role in the post-Opium War era, particularly in the contexts of foreign relations, modernisation, and local politics. Central to the author's interpretation is the concept of "linkage man" or "linkage position". The Shanghai taotai as a "linkage man" provides vital connection and channel of communication and interaction between two or more separate worlds or value systems and often works as a conflict manager.
